In line with the international community’s movement to reduce greenhouse gas emission, Korea implemented FIT(Feed in Tariff) in 2002 as part of its renewable energy development project. However, in 2012, the policy had shifted to full-scale RPS(Renewable Portfolio Standards), and is still seeking policy changes due to policy ineffectiveness. While previous studies, explain sudden change of policies through external factors, recent research studies internal factors in policy changing process. The purpose of this study is to investigate the factors that are responsible for rapidly changing policies in latecomer nations. In order to find this, we look at the case of transition from the FIT to the RPS in Korea’s expansion of renewable energy policy. As a result of the research, it is confirmed that the Top-Down decision making system of Korea and the external regulatory change cause rapid policy transition. By looking at these variables, we propose useful implications for policy makers to minimize the policy failure in future policy design and evolution.
온실가스 감축이라는 국제 사회의 대응에 따라, 한국에서도 2002년 신재생에너지 발전 보급 사업의 일환으로 발전차액지원제도(FIT)를 실시하였다. 그러나 2012년 의무할당제(RPS)로 전면적인 제도 변동이 이루어졌고, 지금 현재에도 정책의 실효성으로 인한 정책 변화를 모색하고 있다. 이러한 제도의 급격한 변동을 설명하는 요인에 대해 기존 연구에서는 정책 과정에서의 외부적 요인을 주로 이야기 하고 있었으나, 최근 연구에 따르면 정책 과정 내부에서의 변동 요인을 찾으려는 움직임들이 진행되고 있다. 본 연구에서는 후발국에서의 제도가 새로운 제도로 급격하게 변동되는 요인에 대해 살펴봄을 목적으로 한다. 이를 확인하기 위해 사례로서 한국의 신재생에너지 보급 확대사업에서의 발전차지원제도(FIT)에서 의무할당제(RPS)로의 전환 과정을 살펴볼 것이다. 그 결과, 기존 논의에서 외부적 요인으로 정책 변동이 일어난 것으로 설명한 것과는 달리, 내부적 요인인 의사결정방식(Top-down)과 외부적 요인인 정권변동이 결합하여 정책변동을 일으킴을 확인할 수 있었다. 이러한 변동 요인을 살펴봄으로써 향후 정책 설계 및 진화 과정에서의 정책 실패를 최소화 할 수 있도록 정책 형성자들에게 유용한 함의를 제시하고자 한다.
