Climate change increases unusual weather events and community-based disaster management (CBDM) was suggested as a more effective way of managing natural disasters than the traditional top-down way in disaster prone countries such as Japan and developing countries. Korea too faced unusual weather and major loss events since late 1990's and adopted Citizen Corps Active in Disaster (CAIND) in 2006 to facilitate engagement of community members with local knowledge and local disaster experiences. However, activities of CAIND are hardly known today and there has been very little research done until now. Therefore, this research serves as an exploratory study to provide primary information on the current status and issues of CAIND for further study through the Gimpo-Si case. The result shows that CAIND needs significant improvements in all aspects in terms of four key components of CBDM which are participation, empowerment, partnership and organization.
기후변화로 인해 이상기후가 잦아지고 자연재해의 빈도와 강도가 강해지는 상황에서 기존 정부주도의 하향식 재난관리방식만으로는 피해를 최소화하고 재난상황에 신속히 대응하는 것이 어려워지고 있다. 이러한 한계에 대한 보안책으로 지역에 특화된 지식과 경험을 보유하고 있는 지역 주민 및 단체가 참여하는 지역기반재난 관리(Community-based disaster management, CBDM) 방식이 적용되기 시작했다. 한국의 경우 재난의 평균 발생빈도는 적은 편이지만 1990년대부터 이상기후로 인한 피해가 발생하기 시작했다. 2000년대 초반 대규모 태풍피해를 입은 후 한국 정부는 2006년 각 지역마다 민간이 자발적으로 참여하는 지역자율방재단(CAIND)을 만들었지만 10년이 지난 현재, 방재단의 활동에 대해서는 거의 알려진 바가 없으며 관련 연구도 매우 미흡한 상황이다. 이에 본 연구는 김포시 지역자율방재단을 통해 한국의 지역기반재난관리 현황을 살펴보는 탐색적인 연구를 진행하였으며, 방재단에 관련한 추후 연구를 위해 기본적인 정보를 제공하는데 연구의 목적이 있다. 연구 결과, 국내 방재단은 CBDM의 기본 뼈대가 되는 참여(participation), 역량강화(empowerment), 협력(partnership), 조직화(organization) 등 4가지 부분에서 모두 개선이 필요한 것으로 드러났다.
