A new statistical feedforward/feedback buffer control method for the DCT based intra-frame image compression system using Huffman-type lcode is proposed. By generating nearly uniform number of bits for each encoded field, the proposed algorithm is able to control the buffer gracefully even if scene changes occur. Two simple but accurate rate statistics are introduced to make it possible. The buffer size needed for the proposed algorithm is evaluated. Using simulations over some test images, the performance of the proposed algorithm is compared that of feedback-only buffer control algorithms. It is demonstrated that the proposed algorithm preserves image quality uniformly within a scene and works well even when the buffer size is small. We show that the proposed algorithm is a good candidate for buffer control method for Digital-VCR(DVCR), and can also be used for a multi-speed DVCR system with slight modifications.
