Korean new retirement pension system was applied from the year, 2005. And the total reserve amount has become 54 trillion won, and defined benefit type pensions occupy almost 75% of it. The massive amount can affect financial markets in South Korea depending on their asset allocations. Therefore, we need to determine how the fund managers decide asset allocations and how regulation changes affect the decision making. In this paper, we have looked at minimum funding ratio requirements, stock investment limitations, and VaR(Value-at-Risk) applications. Among those, the most important thing is that asset allocations can be changed significantly as the minimum funding ratio requirements change following pension fund management regulations. However, stock investment limitations do not affect asset allocation decisions based on late 7-year asset movements. Lastly, applying stricter VaR as voluntary governance or an expected risk-based regulation tool, fund managers allocate more fund assets to risk-free assets, increasingly.
대한민국에 새로운 퇴직연금 시스템이 2005년부터 시작되었다. 그리고 그 적립금이 54조원에 달하고 있으며, 확정급여형 퇴직연금이 그 중 75%을 차지하고 있다. 이런 거대한 적립금 규모는 운용사의 운용계획 또는 자산배분계획에 따라 대한민국의 금융시장에 영향을 줄 것이다. 그러므로 우리는 퇴직연금의 펀드운용사(자)가 어떻게 자사배분을 결정하는 지, 그리고 규제가 그들의 의사결정에 어떤 영향을 미칠 것인지 살펴볼 필요가 있다. 이 논문에서는 최소적립금 요구수준, 위험자산 투자한도 제한, 그리고 VaR(Value-at-Risk)의 변화와 적용에 따라 그 의사결정이 어떻게 바뀌는 지 살펴보았다. 가장 중요한 결과로, 최소적립금 수준의 변화에 따라 자산배분이 급격하게 바뀔 수 있다는 것이었다. 그러나, 위험자산 투자한도제한이 자산배분에 미치는 영향은 없었다. 마지막으로 자발적 제약인 VaR을 더 엄격히 적용 할 수록 무위험 자산에 대한 투자 비율이 상승하는 것을 확인하였다.
