Alongside the plans for resilient recovery from COVID-19 and low-carbon transition discussed in each country, the need and importance of Green ODA is on the rise as well. Especially, vitalizing diverse and innovative modalities in addition to the traditional grant and loan-based ODA got its well-deserved attention. Among them, Aid for trade (AfT) is one of the newly emerged methods proven to effectively bolster economic growth and nurture sustainability as well. This paper examines the allocation of AfT with explicit environmental objectives with regards to vulnerability of the recipient countries by using proxies for sensitivity, exposure, and adaptive capacity. Evidence that vulnerability plays a role in allocation decisions was found through a multiple regression model using panel data from recipient 155 countries and 29 donor countries.
코로나19 이후 복구 과정에서 세계 각국은 회복탄력성의 중요성과 저탄소 전환에 대해 논의하는 한편, 녹색 ODA에 대해서도 높은 관심을 보이고 있다. 특히, 전통적인 유무상 원조에서 탈피해 다양하고 혁신적인 방법들을 시도하고 있다. 그 중 무역을 위한 원조는 경제 성장과 동시에 지속가능성을 달성할 수 있는 비교적 새로운 방법으로 주목받고 있다. 본 연구는 기후변화 민감성, 노출도, 적응 능력에 대한 지표를 활용하여, 환경 관련 무역을 위한 원조의 배분과 기후변화 취약성의 관계를 살펴본다. 155개 수혜국과 29개 공여국에 대한 패널 자료를 바탕으로 회귀분석을 진행하여 환경 관련 무역을 위한 원조의 배분은 기후변화 취약성과의 연관성을 보인다는 증거를 제시한다.
