Over the past two years, many countries have implemented various social distancing policies to contain the spread of COVID-19. As the pandemic continues for a long time, intervention fatigue is starting to play a major role with outcomes that differ from the expectations of social distancing policies. Thus, we consider changes in policy adherence due to intervention fatigue in evaluating the effectiveness of social distancing policies. Through an agent-based simulation, we investigate the impact of policy adherence in various social distancing scenarios that differ in how the contact networks between people are restricted. We find that a trade-off between policy strength and policy adherence arises when considering state-dependent policy adherence. We further investigate the sensitivity of the number of infected to the slope of the decrease in policy adherence according to the strength of the policy. This suggests that it is necessary to design social distancing policies in consideration of changes in policy adherence.
지난 2년간 세계 각국은 코로나 바이러스의 확산을 막기 위해 다양한 사회적 거리두기 정책을 시행해왔다. 팬데믹이 오래 지속됨에 따라 방역에 대한 대중의 피로도는 사회적 거리두기 정책의 결과가 예측한 것과 다르게 나타나도록 하는 주요 원인으로 작용하고 있다. 따라서 본 연구는 방역 피로로 인한 정책 준수도의 변화를 고려하여 사회적 거리두기 정책의 효과를 평가하였다. 에이전트 기반 시뮬레이션을 통해 사람들 간의 접촉 네트워크가 제한되는 방식이 다르게 적용된 여러 사회적 거리두기 시나리오에서 정책 준수도의 영향을 조사하였다. 감염 양상에 따라 변화하는 정책 준수도를 고려할 때, 정책의 강도와 정책 준수도 간에 존재하는 상충 관계를 발견하였다. 또한 정책 준수도의 변화에 대한 감염자 수의 민감도가 정책의 강도에 따라 다르게 나타남을 밝혀내었다. 따라서 본 연구는 사회적 거리두기 정책을 설계함에 있어 방역 피로로 인한 정책 준수도 변화를 고려하는 것의 필요성을 시사한다.
