The world is going through the variety of rapid social changes including the appearance of new scientific technologies and climate changes, this leads to expansion of complexity and instability of future. Especially Republic of Korea has long-term and macroscopic policy challenges like rapid demographic transition. Therefore, there is a growing necessity of establishment of national study and strategy of future for stable administration of the state in order to counter long-range and macro policy problems.
The purposes of this study are to identify the role of the National Assembly in the system establishing the national future strategy and to deduce the measures enhancing capabilities of it. This study compares future strategies of domestic and foreign governments and reviews literatures and previous studies on a course of planning future strategy for future in R.O.K. Also it carried out focus group interviews and surveys targeting legislative staffs to identify the future capability of the National Assembly based on its cognition for future and to search the direction of future policy in conformity with policy preferences in it.
The results of this study are to derive fifth conclusions as follows. First, the centrality of the administration in establishing national future strategies in South Korea so far. Second, the short-term and performance-based implementation of the future policy by the administration under one-term, 5-year, presidency, the lack of roles of legislative branch on making future policy and its implementation process. Third, the National Assembly also put a value on short-term result and is not good at dealing with medium-and long-term agenda. Fourth, diagnosing potential conflict factors caused by the difference in perception to core future agenda between legislative staffs of political parties and finding a clue of its countermeasure. Lastly, a necessity of Special Committee on Future strategy and enhancing future capabilities of legislative staffs.
새로운 과학기술의 등장과 기후변화 등 각종 사회변화가 빠르게 진행되고, 이로 인한 미래의 복잡성과 불안정이 커지고 있다. 특히 우리나라는 인구구조 변화와 같은 장기적이고 거시적인 미래 과제도 증가하고 있다. 이에 증가하고 있는 미래의 불확실성과 장기적이고 거시적인 미래문제에 대응하고, 안정적인 국가 운영을 위해 국가 차원의 미래연구와 미래전략 수립체계를 제대로 만들 필요성이 높아지고 있다.
이 연구는 우리나라의 미래전략 수립체계에서 국회의 역할을 규명하고 역량을 강화하는 방안을 도출하기 위해 진행되었다. 이를 위해 국내외 국가들의 미래전략 수립체계 비교와 우리나라의 미래전략 수립 경과에 대한 문헌조사와 선행연구 검토를 시행하였다. 더불어 국회의 미래인식에 기반한 미래역량과 미래정책 선호에 따른 미래정책 방향 탐색을 위해 국회 보좌진에 대한 표적집단면접과 설문조사를 시행하였다.
본 연구를 통해 다음과 같은 결론을 도출할 수 있었다. 첫째, 우리나라의 국가미래전략 수립체계는 행정부 중심이었다. 두 번째로 정부의 구성이 5년 단임 대통령제라는 특성으로 국가미래전략이 단기적이고 성과 중심적으로 수립된 한계가 있었다. 국회 또한 국가미래전략의 수립과 이행과정에 역할이 미비했다. 특히 국회도 행정부와 마찬가지로 중장기 미래의제를 단기성과 중심으로 다루는 한계가 있었다. 동시에 설문조사 분석을 네 번째 결과로 핵심 미래의제별로 국회 보좌진의 정당 성향별로 선호하는 미래의제를 파악하고, 향후 갈등 요인 파악을 통해 미래의제대응 방향의 실마리를 도출할 수 있었다. 마지막으로 국회의 미래역량 강화를 위한 미래전략특별위원회 설치의 필요성과 보좌진의 미래역량 강화 방안에 대한 정책적 시사점을 결과로 제시하였다.
