As the demographic structure has changed rapidly because of the recent low birth rate and aging population, it is expected that the social welfare expenditure budget to support the elderly is going to increase sharply. This may lead to the problem of equity in support by age groups within the current generation. In addition, excessive welfare expenditure increase for the current generation may escalate national debt and transfer the repayment burden to future generations, causing equity problems with future generations. From these two perspectives, this study examines whether the central government of Korea maintains good intergenerational equity in the process of budgeting expenditures. First, as a result of analyzing the support gap by age group within the current generation, there has been a problem with equity, showing a significant gap in the size and proportion of support between infants and adolescents and the elderly over the past 15 years. Next, the equity between the current generation and the future generation was reviewed in depth, focusing on the national debt that the current generation unilaterally transfers to the future generation. It shows that equity with future generations was also worrisome due to the rapid increase in national debt, the continued deterioration of the fiscal balance due to continued expansionary fiscal policy, and the increased mandatory expenditures. Therefore, I suggest a plan to establish fiscal management governance suitable for us comparing and considering the cases of fiscal management in major developed countries.
최근 저출산·고령화로 인구구조가 급속히 변화하면서 노년층 지원 사회복지지출 예산의 급속한 증가가 예상되고 있는데, 이것은 현재세대 내 연령층별 지원 형평성 문제를 유발할 수 있다. 또한 현재세대의 과다한 복지지출 증대는 국가채무를 증가시켜 미래세대에게 상환 부담을 전가함으로써 미래세대와의 형평성 문제를 야기할 수도 있다. 본 연구는 이러한 두 가지 관점에서 우리나라 중앙정부가 세출예산 편성과정에서 세대 간 형평성을 잘 유지하고 있는지를 살펴보고자 하였다. 먼저 현재세대 내 연령층별 지원 격차를 분석해 본 결과, 최근 15년 간 지원예산에 있어서 유아청소년층과 노년층 간 지원 규모와 비중 변화에서 상당한 격차를 보이며 형평성에 문제가 있었다. 다음으로 현재세대와 미래세대와의 형평성은 현재세대가 미래세대에게 일방적으로 부담을 전가하게 되는 국가채무를 중심으로 심도있게 검토해 보았다. 검토 결과에 따르면 국가채무의 빠른 증가 속도, 확장적 재정정책 지속에 따른 재정수지 악화, 의무지출 증가 등으로 미래세대와의 형평성도 역시 우려할 수준이었다. 따라서 주요 선진국의 재정운용 사례를 비교 고찰하면서 우리에게 적합한 재정관리 거버넌스 구축방안을 제시하였다.
