Through COVID-19, the role of national finances has been emphasized worldwide. South Korea has also increased fiscal spending by drawing up a supplementary budget several times. However, in this process, sufficient discussion was not made on the issue of equity about consideration of future generations and resource allocation between generations. The topic of 'sustainable development' has emerged, but there is no serious concern in Korean society about the future generation that is the subject. The lack of a measurement tool to determine the degree of inequality between generations is also playing a role in this basis. Therefore, this study reviewed the theoretical background of 'intergenerational equity' and previous studies at domestic and abroad, and attempted to evoke the need and interest in measuring intergenerational justice in a Korean context. In Korea, the sustainability research of social security systems such as the National Pension Service was relatively active, but it is difficult to find a study to measure the degree of inequality between future and current generations comprehensively. Overseas, research has been conducted by private sector mainly to understand intergenerational equity, but there is a limitation in that Korean characteristics are not reflected to accept it as it is. Accordingly, through literature surveys and expert interviews, the limitations of the overseas index were supplemented, and the direction of development of the 'intergenerational justice index' reflecting Korean specificity was presented. Considering the rapid change in the demographic structure of Korean society, existing indicators such as ‘child poverty’ are excluded, and new indicators such as 'real estate' and ‘edeucation’, 'children's medical expenses' are added. It also proposes to borrow the 'STEEP' analysis framework and add a 'technology development' axis to the intergenerational justice index. And argued that power of politics should be borrowed to increase its utilization in the field after index development. If follow-up study creates an equity index between Korean generations, Korea's 'sustainability' is expected to increase significantly.
코로나19를 거치며 전 세계적으로 국가재정의 역할이 강조됐다. 한국 역시 수차례 추가경정 예산을 편성하며 재정지출을 늘린 바 있다. 하지만 이 과정에서 미래세대에 대한 고려와 세대 간의 자원 배분이라는 형평성 문제에 대해서는 충분한 논의가 이뤄지지 못했다. ‘지속가능한 발전’이라는 시대적 화두는 떠올랐지만, 정작 그 대상인 미래세대에 대한 한국 사회의 진지한 고민은 없는 것이다. 이러한 근저에는 세대 간 불평등 정도를 판단할 수 있는 측정 도구의 부재도 한몫하고 있다. 따라서 본 연구에서는 ‘세대 간 형평성’에 대한 이론적 배경과 국내외 선행연구를 검토하고, 한국적 맥락에서 세대 간 형평성 측정의 필요성과 관심을 환기시키고자 했다. 한국에서는 국민연금과 같은 사회보장제도의 지속가능성에 대한 검토는 비교적 활발하게 이뤄졌으나, 종합적으로 미래세대와 현 세대간의 불평등 정도를 측정하기 위한 연구는 찾아보기 어렵다. 국외에서는 민간을 중심으로 세대 간 형평성을 파악하는 연구가 진행됐으나, 그대로 받아들이기에는 한국적 특성이 반영되지 못한다는 한계가 있다. 이에 문헌 조사와 전문가 인터뷰 등을 통해 국외 지수의 한계를 보완하고, 한국적 특수성을 반영한 ‘세대 간 형평성 지수’의 개발 방향성을 제시했다. 한국 사회 급격한 인구구조 변화를 고려해 기존 국외 지수의 ‘아동 빈곤’과 같은 지표를 배제하고, ‘부동산’이나 ‘교육’, ‘아동의료비’와 같은 새로운 지표를 추가하는 것이다. 또 ‘STEEP’ 분석틀을 차용해 세대 간 형평성 지수에 ‘기술발전’ 항목을 추가해 평가할 것을 제안한다. 지수 개발 이후 정책 현장에서의 활용도를 높이기 위해서는 정치의 힘을 빌릴 것을 주장한다. 후속 연구로 한국형 세대 간 형평성 지수가 만들어진다면, 한국의 ‘지속가능성’은 크게 증대될 것으로 기대된다.
