This dissertation examines the specific moments of emergence of the new biotechnologies and their biosafety governance, with the cases of synthetic biology and CRISPR genome editing technology. This dissertation aims to show that these moments are not merely driven by technological breakthroughs, but tightly rooted in the ways we define the “novelty” as an emerging technology and also as a new regulatory object. Tracing the early moments of emergence, I analyze how synthetic biology and CRISPR have maintained the status of “emerging technology” and how the politics of novelty has ramification on the regulation of their biosafety. This dissertation employs the concept of “riskscapes” to analyze spatio-temporal aspects of risk perception and to apply a multi-scalar approach. The concept of riskscapes is useful to combine material-spatial dimension to the risks of biotechnology, which have been largely focused on the constructivists’ understanding of the risks and also confined within the techno-bureaucratic discussion in Korea. This dissertation explores different discursive and geographical spaces including bureaucratic meetings, academic conferences, field trial sites of GM crops, and online forums. From these spaces, this dissertation captures multiple riskscapes of biotechnology held by different stakeholders, those who empowered and produced their own riskscapes. In this process, the question of novelty was tightly related to the production of different riskscapes of stakeholders. I also find that the risks of biotechnology were re-evaluated and re-scaled in a series of conflicts among the riskscapes coming from the transnational agreement, government initiatives, and local concerns. In the dissertation, I argue that there are multiple coproduction processes of emerging biotechnologies by shaping and reshaping the different riskscapes from different scales.
이 논문은 합성생물학과 크리스퍼 유전자가위 사례를 통해 새로운 생명공학기술이 등장하는 특정한 순간들을 포착하고, 신기술의 정치가 바이오안전성 거버넌스의 형성 과정에 작동하는 방식을 분석한다. 이 논문은 “위험경관”개념을 적용하여 위험의 공간성, 시간성에 주목하고, 다양한 스케일에서 위험경관들이 생산되는 과정과 그 함의를 제시한다. 위험경관 개념은 기존의 생명공학기술 위험연구가 주로 구성주의적 접근에서 수행되었고, 특히 한국은 국가주도의 발전주의적 담론 및 기술관료주의적 논의로 국한되어 있어 유용한 관점을 제공한다. 이 논문은 관료 회의, 학회, 시험재배지, 온라인포럼과 같이 다양한 담론적, 지리적 공간에서 생명공학기술의 위험경관들이 생산되는 과정을 분석한다. 또한 위험경관들이 지역-국가-초국가 라는 서로 다른 스케일에서 중첩되고 충돌하면서, 위험 자체가 재조정되고 재평가되는 과정을 분석한다. 특히 신기술의 “새로움”을 어떻게 정의하는지가 이해당사자들이 서로 다른 위험경관을 생산하는데 밀접하게 연관되어 있음을 보인다. 이를 바탕으로 이 논문은 새로운 생명공학기술과 거버넌스의 “공동생산” 과정은 하나가 아니며 여러 스케일에서 서로 다른 위험경관을 생산하며 일어나는 다중적인 과정으로 이해해야 한다고 주장한다.
