Risk management, which identifies and proactively responds to uncertain factors, is essential for developing a large and complex system. In particular, the necessity of the process gets larger for recent space system projects since they involve high complexity and collaborations among various organizations. The risk assessment identifies risk factors that can adversely affect costs, schedules, and performance during a project life cycle, yielding the impact and likelihood of each risk factor. An accurate cost risk assessment is essential for proper cost risk management, whose failure may lead to project failure or significant cost increase. The basis of cost risk assessment is accurate cost forecasting.
So far, a large number of Earth observation satellites have been developed and operated for geographic information acquisition and identification/management of Earth resources. In addition, many Earth observation satellite development projects are planned for future use. It is essential to forecast a satellite project cost before initiating the project, providing necessary information for project planning. The closer the estimated value is to the actual value, the lower the risk to the cost. Various past cost forecasting methods for satellite development projects have been introduced in the literature. But most of them require information that is not publicly available, whose applicability for cost forecasting of a new satellite system is limited.
This paper proposes a new methodology to forecast the cost of a satellite development project to improve the accuracy of cost risk assessment. The proposed methodology is developed based on the concept of the technology-aware complexity, which measures the difficulty of a satellite development project considering the technological development level. The validity and effectiveness of the proposed methodology have been demonstrated through cost forecasting test cases for Earth observation satellite development.
다수 기관 및 다양한 분야 간의 협업을 통해 우주 분야 프로젝트가 수행되는 추세에 따라 시스템이 복잡해지고 그 규모가 커지면서, 위험 요소를 식별하고 사전에 대처하기 위한 프로세스인 위험 관리는 필수적으로 수행해야 하는 사항이 되었다. 프로젝트 진행 간 비용, 일정, 성능에 부정적인 영향을 줄 수 있는 위험 요소들을 식별하고, 식별된 각각의 위험 요소에 영향도와 발생 가능성을 부여하여 위험 평가를 수행하고 이를 바탕으로 위험 요소를 관리하게 된다. 위험 요소를 사전에 식별하고 대처함으로써 우주 분야 프로젝트의 비용/일정 관리와 목표 성능 달성을 효과적으로 수행할 수 있으며, 이는 우주 분야에서 특히 빠른 속도로 규모가 증가하고 있는 비용 파트에서 필수적으로 요구되는 부분이라고 할 수 있다. 올바른 비용 위험 관리를 위해 정확한 비용 위험 평가는 필수적인 요소이며, 비용 위험 평가의 정확도가 충분하지 않을 경우에는 비용 위험 관리가 제대로 이루어지지 않음으로 인해 프로젝트 실패 또는 비용 증가 등의 결과로 이어질 수 있다. 비용 위험 평가의 정확도는 영향도와 발생 가능성의 정확도에 비례하며, 이 중 비용 위험 영향도는 소요 비용을 얼마나 잘 예측하는지에 비례한다.
현재 지형 정보 획득, 지구 자원 확인 및 관리 등을 위해 많은 수의 지구 관측 위성들이 개발되어 운용 중이며 향후 활용을 위해 현재도 많은 수의 지구 관측 위성 개발 프로젝트가 계획되어 있다. 상세 개발 계획 및 프로세스가 명확하게 정의되지 않은 위성 개발 프로젝트 착수 전 시점에 소요 비용을 예측하여 프로젝트에 반영하게 되며, 예측 값이 실제 값에 가까울수록 비용에 대한 위험도가 감소하게 된다. 위성 개발 비용의 경우, 다양한 비용 예측 방법들이 문헌/소프트웨어의 형태로 제시되어 있으나 방법론 도출까지의 과정 등과 같은 내부적인 프로세스는 대부분 공개되지 않기에 사용자가 수행하고자 하는 프로젝트에 적용하는 것이 적합한지 알 수 없을 뿐만 아니라 프로젝트 착수 전 시점에서는 알 수 없는 상세 데이터의 입력을 요구함에 따라 활용하는데 어려움이 따른다.
본 연구에서는 비용 위험 평가 정확도 개선의 일환으로 소요 비용 예측 정확도 개선을 위한 Technology-aware complexity를 제안하고자 하며, 지구 관측 위성 개발 비용의 사례를 통해 제안 방법의 효과를 검증하고자 한다.
