The purpose of this paper is to investigate the role of government in innovation. That is, how much government invest in R&D activity to enhance social welfare. An optimal control problem is proposed to answer above question. Because of difficulties in solving the problem, simulation was utilized to find an approximate solution. The decision variables of government are the ratio of capital and labor devoted to research activity. Government decides the ratio so as to maximize social welfare represented by aggregate consumption.
All results obtained from the simulation are very similar. This guarantees the existence of solution. In the initial stage investment in R&D activity increases and reaches its maximum and then decreases. R&D investment is represented by the number of R&D personnel and capital in research sector.
An analysis was carried out according to the initial value. The results coincide with the intuition, that is, developing countries which are short of knowledge stock(low technology) need more investment in R&D activity and more intense investment. The effect of efficiency in knowledge usage is same to increase of knowledge stock. It is also found that when the initial size of research sector is large, the investment in research activity should be more intense and larger.
이 논문의 목적은 사회 복지를 향상시키기 위하여 실행하는 기술혁신에 있어서 정부의 역할을 밝히는 데 있다. 이러한 문제를 해결하기 위하여 시뮬레이션 기법과 optimal control기법이 이용되었다.
정부가 총소비로 표현되는 사회복지를 최대화하기 위한 정책변수로 연구개발 분야의 자본과 노동의 비율이 제시되었다. 모든 결과는 시뮬레이션 기법으로 얻어졌으며 이러한 결과는 해의 존재를 보장한다. 초기단계에서 연구개발에 소요되는 자본과 인력은 증가하나 투자의 최대점에 도달한 후 감소한다.
여러 가지 초기값에 대한 시뮬레이션 결과에 따르면 지식저량이 적은 미개발국가에서는 많은 투자와 효율성이 높은 투자가 필요하다는 결론을 얻었다.
또한 연구부문의 크기가 초기에 큰 경우 기술혁신에 대한 투자가 더욱 커지고 효율적이라는 결론도 얻었다.
