Along with the progress of the Fourth Industrial Revolution and dynamics of a knowledge landscape, many companies and governments are striving to improve productivity and secure future competitiveness through digital transformation, and Open Innovation theory has recently paid much attention in various industrial and policy areas. In addition, COVID 19 has recently led to accelerate digital transformation and strengthen the government's role, and the Korean New Deal policy reflects this change. As a part of the Korean New Deal, the water industry is also pursuing a new challenge to digital transformation. The Korean water industry is not only highly dependent on traditional water business such as water supply and sewage, but also consists of many small businesses, which makes it less competitive and vulnerable to technological innovation. In this study, we can see whether open innovation theory could be expanded and applied to digital transformation of the Korean water industry, exploring theoretical discussions about the right role of government. This study firstly evaluated the current status and problems of the domestic water industry, and the usefulness of Open Innovation theory to promote digital transformation. And also, it compared important factors and analytical models derived from expert surveys with prior studies and analyzed several overseas cases of the water industry. Lastly, through SWOT analysis, it proposed the use of government-driven Open Innovation strategies to promote digital convergence with the right role of government for digital transformation.
4차 산업혁명과 정보화 사회의 진전에 따라 많은 기업과 정부는 디지털 전환을 통해 생산성 향상과 미래 경쟁력 확보를 위해 노력하고 있으며, 이를 위한 전략으로 개방형 혁신 이론이 다양한 산업 분야와 정책 분야에서 많은 주목을 받고 있다. 한편으로, 최근 코로나 19 상황으로 인해 디지털 전환의 가속화와 경제사회 영역에서 공공성 측면의 정부 역할이 강화되고 있으며, 이러한 변화를 반영한 정책이 바로 한국판 뉴딜 정책이라 할 수 있다. 한국판 뉴딜의 한 분야로 국내 물산업도 디지털 전환이라는 새로운 도전을 시도하고 있다. 국내 물산업은 다수의 영세 물기업과 공공 부문 의존도가 높은 산업구조와 상하수도와 같은 전통적 물산업 중심의 기술경쟁력이 낮고 기술혁신에 취약한 산업특성을 가진다. 이러한 산업특성을 가진 물산업 분야에 디지털 융합을 추진함에 있어 개방형 혁신 이론의 확장 적용 가능성과 그 과정에서 올바른 정부 역할에 대한 연구를 위해 이론적 논의와 함께 주요 환경적 요인과 연계한 국내외 대응 사례들을 분석해보았다. 먼저 이번 물산업 디지털 뉴딜 추진의 내용과 추진 배경을 살펴보고, 개방형 혁신 이론의 등장배경 및 주요 강조점, 최근 연구 동향과 연계하여 국내 물산업의 생태계 및 기술경쟁력을 바탕으로 개방형 혁신의 필요성과 유용성을 정리하였다. 또한, 물산업 디지털 융합 촉진을 위한 중요 환경적 요인 분석을 위해 전문가 설문 조사 결과 및 선행 연구의 분석모형을 비교해보고, 물산업 혁신의 해외 성공 사례들을 비교 분석하여 디지털 융합 촉진을 위한 제반 환경적 요인과 이에 대응하는 국가별 전략의 연계성을 살펴보았다. 마지막으로 이번 연구에서 도출된 논의와 분석 결과들을 바탕으로 SWOT 분석을 통해 국내 물산업 디지털 융합 촉진과 디지털 뉴딜의 정책목적을 효과적으로 달성하기 위한 개방형 혁신 전략의 활용과 올바른 정부 역할의 방향을 제언하였다. 이번 연구는 기후위기 대응, 국가 SOC 노후화 등의 국가적 현안과 연계된 물산업의 디지털 뉴딜, 나아가 ‘디지털 경제로의 대전환’이라는 국가 미래 전략의 중요성과 시의성에 비추어 학술적 논의를 통한 일반화와 효과적 정책 추진을 위한 제언이라는 실용적 의미를 가진다고 할 수 있다.
