The purpose of this study is to explore the desirable future of the CheongWaDae National Petition. To this end, I critically review the achievements and issues of the national petition system over the past three years. Through a case study, the operation system of overseas online petitions and the process of public participation and deliberation are analyzed. I also explore the capabilities and use cases of online participation platforms utilizing state-of-the-art digital technologies. As a result of the research, it will discuss short-term and mid- to long-term future strategies of the national petition system. It proposes to evolve into a public forum to realize everyday democracy as a short-term strategy, and to supplement the representative system through institutional and systematic links in the mid- to long-term. As this study serves as an opportunity to consider the achievement and criticism of the national petition system, I expect theoretical and practical contributions to evolve into the CheongWaDae National Petition 2.0 in the future.
본 연구의 목적은 청와대 국민청원의 바람직한 미래 모습을 탐색하는데 있다. 이를 위해 국민청원제도의 지난 3년간의 성과와 쟁점을 비판적으로 검토한다. 사례연구를 통해 해외 온라인 청원의 운영제도 및 국민 참여와 숙의의 과정을 분석한다. 또한 최신 디지털 기술을 활용한 온라인 참여 플랫폼의 기능과 활용 사례를 살펴본다. 연구결과 청와대 국민청원의 단기와 중장기 미래전략을 논의한다. 단기 전략으로는 일상의 민주주의를 실현하기 위한 공론장으로 진화를, 중장기적으로는 제도적‧시스템적 연계를 통한 대의제의 보완을 제안한다. 본 연구가 국민청원제도의 성과와 비판을 고찰하는 계기가 되어, 향후 청와대 국민청원2.0 으로 진화하기 위한 이론적, 실무적 기여를 기대한다.
