Currently, the timing of the depletion of public pensions is accelerating as population structure changes such as aging and low birth rate progress rapidly. The study began with a sense of the problem that the accuracy and reliability of financial estimation should be improved in order for the public to lead a more affluent and stable retirement life. Therefore, the purpose of this study is to propose ways to enhance the reliability and transparency of public pension systems through pension platforms based on artificial intelligence, big data, blockchain technology, etc., which are currently rapidly accelerating development. In response, this study tried to propose systematic alternatives beyond comparing problems of the current public pension policies or improving the policies. By establishing a pension platform based on new technologies, this study tried to drastically break away from the existing paper-based pension administration to improve the efficiency of pension administration, as well as reduce transaction costs in the short term and reduce budgets in the long term. Through the pension modeling presented in this study, it is expected to contribute to the implementation of pension administration that opens the era of cooperation in communicating with each other by resolving conflicts between the government, the people, and the generation.
현재 고령화와 저출산 등 인구구조 변화가 급격히 진행됨에 따라 공적연금의 고갈 시점이 빨라지고 있다. 본 연구는 국민이 보다 윤택하고 안정적인 노후 생활을 영위하기 위해서는 재정 추계의 정확성과 신뢰도를 제고해야 한다는 문제의식에서 출발하였다. 따라서, 본 연구의 목적은 현재 급격히 발전의 속도를 더해가는 인공지능, 빅 데이터, 블록체인 기술 등에 기반한 연금 플랫폼을 통해 공적연금제도의 신뢰도와 투명성을 제고하는 방안을 제시하는데 있다. 이에 현행 공적연금제도의 문제점 비교 및 제도 개선을 넘어 시스템적 대안을 제시하고자 했다. 신기술에 기반한 연금 플랫폼 구축을 통해 기존 종이기반의 연금행정에서 과감히 탈피해 연금행정의 효율성을 향상은 물론, 연금 데이터의 통합ㆍ공유를 통해 단기적으로는 거래비용 감소를, 장기적으로는 예산 절감을 모색하고자 하였다. 본 연구에서 제시한 연금 모델링을 통해 국민 스스로 선택하고 책임지는 국민 맞춤형 연금서비스를 구현하고, 정부와 국민, 세대 간의 갈등을 해소하여 서로 소통하는 협치의 시대를 여는 연금행정을 구현에 이바지 할 것으로 기대한다.
