This study analyses the trends in archival collections management system (ACMS) and examines the possible applicability of new technologies. We conduct a focus group interview for archivist and archival experts, and then provide the policy recommendations to construct new intelligent information system (IIS) for archival collections management. The future role of archival collections management system should be a coordinator between archival records and people. The objectives of digital archive strategy (national strategy for digital preservation/ archive) should 1) focus on transparent, reliable and technology-oriented archival management; 2) be a part of digital government transformation; 3) unstructured data through crowd sourcing: 4) integrate archival collections management systems with digital curation; and 5) be a guidance to digital transformation. In the digital era, archival service should be collection-oriented in order to meet archival users’ needs and expectations. Implementing new intelligent information system, we introduce new technologies such as machine learning pipeline, integrated records management system, data feature and extraction, and so on. Furthermore, we suggest to focus on digital capacity building for archivists.
본 연구에서는 제4차 산업혁명시대의 지능형 신기술 현황과 기록관리 분야 신기술 적용 사례의 분석을 통한 시사점을 도출하고, 이를 토대로 병행한 전자기록관리 분야의 전문가 인터뷰의 의견을 개진한 실질적인 ‘아카이브의 지능형 정보서비스 적용 방향’을 제안하였다. 미래의 아카이브의 기능과 역할은 ‘파괴적 혁신기반의 국가기록 관리자, 정보 거버넌스 아카이브, 기록과 국민을 상호 연결해주는 코디네이터’이다. 아카이브 디지털 전략 수립 방향은 ‘기록관리의 핵심 가치(투명성, 신뢰성, 기술 지향성)’에 충실하여, 디지털 정부로의 이행, 기록 경영과 디지털 큐레이션의 통합 아카이브 구축, 국내·외 아카이브 공동체와 정보 거버넌스형 연결, 디지털 전환 가이드의 역할 등을 이행하는 데 목표를 삼아야 한다. 이를 통해 디지털 시대 이용자들의 기대치에 부응하여 컬렉션 중심의 서비스를 제공하며, 아울러 지능형 기록정보서비스 기술을 적용하여 ‘머신러닝 파이프라인, 기록관리시스템 연계 활용, 크라우드 소싱을 통한 비정형 데이터, 데이터 특징의 선택 및 추출, 기록정보서비스’ 등의 단계별 대응 전략을 구축해야 한다. 그리고 기록관리 전문가는 데이터베이스와 함께 정보 검색의 디지털 기록 관리 능력을 겸비하여 전자기록관리 전문가들과의 협업이 활성화되도록 노력해야 한다
