This study aims to explore the path dependence of domestic nuclear safety regulations by using the radon emission mattress accident that occurred in 2018 as an analysis target. Specifically, this study first looked at the historical process of changes in nuclear safety regulations after the enactment of the Atomic Energy Act in 1958. Second, the effect of the path dependence of nuclear safety regulations on the discussion process related to the radon emission mattress of the Nuclear Safety and Security Committee(NSSC) was reviewed. Third, the direction of nu- clear safety regulation and the development of the NSSC was investigated, focusing on in-depth interviews with experts who participated in the policy-making process related to nuclear safety. As a result of the study, it was confirmed that domestic nuclear safety regulations, including the act on protective action guidelines against radiation in the natural environment, did not break free from the ‘facility oriented’ path dependence of nuclear power plants. Although it was newly established as an independent administrative agency called the NSSC in 2011, it was not connected to the path dissolution phase. Furthermore, the path dependence of facility-oriented nuclear safety regulations also affected the discussion process of the radon emission mattress of the NSSC. Although the NSSC was aware of the blind spots in the act on protective action guidelines against radiation in the natural environment, it failed to actively improve it. Al- though the radon-emitting mattress incident drew national attention, the original committee members did not participate in the mattress recall decision process. In addition, in the safety management of ambient radiation, the NSSC mostly followed the safety management system prepared by the Ministry of Education and Science Technology, which was its predecessor. In order to break free from this path dependence, it is necessary to secure the political indepen- dence of the NSSC and to reorganize the organization centered on standing members, away from the operation of non-standing members. It was also suggested that the NSSC should have its own experience in safety regulation and come up with an independent safety philosophy based on it. It is also necessary to break down barriers between government departments in the process of determining nuclear safety regulations such as radon and encourage experts to actively prepare safety regulations.
이 연구는 2018년 발생한 라돈 방출 매트리스 사고를 분석 대상으로 삼아 국내 원자력 안전 규제 의 경로의존성을 탐색하려는 목적을 갖는다. 구체적으로 이 연구는 첫째, 1958년 원자력법 제정 이후 원자력 안전 규제의 역사적 변화 과정을 살펴봤다. 둘째, 원자력 안전 규제의 경로의존성이 원자력안전위원회의 라돈 방출 매트리스 관련 논의 과정에 미친 영향을 검토했다. 셋째, 원자력 안전 관련 정책 결정 과정에 참여한 전문가 심층 인터뷰를 중심으로 원자력 안전 규제와 원자력안 전위원회 발전 방향을 살폈다. 연구 결과 생활주변방사선 안전관리법을 포함한 국내 원자력 안전 규제는 원자력 발전소라는 ‘시설 중심’의 경로의존에서 탈피하지 못했다는 점을 확인했다. 2011 년 원자력안전위원회라는 독립된 행정기관으로 신설됐음에도 경로소멸단계로 연결되지 못했다. 나아가 시설 중심의 원자력 안전 규제의 경로의존은 원자력안전위원회의 라돈 방출 매트리스 논의 과정에도 영향을 미쳤다. 원자력안전위원회는 생활주변방사선 안전관리법의 사각 지대를 인지하 고 있었음에도 이를 적극적으로 개선하지 못했다. 라돈 방출 매트리스 사건에 국민적인 관심이 모아졌지만 정작 원안위원들은 매트리스 리콜 결정 과정에 참여하지 못했다. 또 생활주변방사선 안전관리에서 원자력안전위원회는 그 전신인 교육과학기술부가 마련한 안전 관리 체계를 대부분 그대로 따랐다. 이런 경로의존에서 탈피하기 위해서는 원자력안전위원회의 정치적 독립성 확보와 비상임위원 중심의 운영에서 벗어나 상임위원 중심으로 조직을 재편할 필요성이 도출됐다. 원자력안전위원회가 독자적인 안전 규제 경험을 쌓고 이를 기반으로 한 독립적인 안전 철학을 마련해야 한다는 점도 제안됐다. 라돈 등 원자력 안전 규제 결정 과정에 정부 부처 간 칸막이를 허물고 전문가가 안전 규제 마련에 적극적으로 나설 수 있도록 독려하는 방안도 필요하다.
