In Jeju Island, where all water is dependent on groundwater, groundwater is not just "water," but is recognized as "life water" for residents. Since groundwater wells were first developed in 1961, the increased of groundwater pumped has soared to meet the growing demand for water use, and the Jeju media has dealt with the depletion and pollution of groundwater as main issues.
This study used the BIG Kinds service of the Korea Press Foundation to analyze 1,779 articles related to groundwater reported by two media outlets in Jeju from 1997 to 2020, identifying the frequency of articles per year, the number and characteristics of articles on each agenda, and the overall characteristics of groundwater.
During the analysis period, 74 articles related to groundwater were reported annually, but the number of articles between 2005 and 2013 decreased to around 20 annually between 2015 and 2016, and then increased again from 2017.
Among the reported articles, water quality management (390 cases) accounted for the largest number of articles, followed by water industry development (376 cases, 21%), groundwater management system (341 cases, 19%) and groundwater well management (136 cases, 8%), and these four articles accounted for 70% (1,243) of the total.
In addition, 65% (1,151 cases) of the groundwater management agenda articles accounted for the establishment of a management system rather than the use of groundwater.
The decline in water quality management articles during the water industry project seems to be overshadowed by the water industry promotion project, especially articles on livestock wastewater and liquid pollution, along with articles on good water quality despite
serious water pollution.
On the agenda of the water industry, the article's tone was generally dominant (224 cases, 60%), but the negative tone also accounted for 20∼40%, so there is also a boundary view on the policy of fostering the water industry.
Jeju media are supporting the improvement of the system or implementation of new measures to strengthen the groundwater management system, and among the articles on drought, the most common agenda is warning and preparing measures for a crisis in which groundwater level subsistence decreases due to drought.
In conclusion, 1,779 articles on groundwater reported by two media outlets in Jeju over the past 24 years focused on strengthening the conservation management system rather than the development and use of groundwater, and no articles were found due to political bias or media intervention.
모든 용수를 지하수에 의존하는 제주도에서 지하수는 단순한 ‘물’이 아니라, 도민의 ‘생명수’로 인식되고 있다. 1961년 지하수 관정이 처음 개발된 이래 늘어나는 용수수요의 충족을 위해 지하수 취수량이 급증하면서 제주지역 언론에서 지하수의 고갈과 오염 문제를 주요 기사로 다루어 왔다. 본 연구는 한국언론진흥재단의 빅카인즈(BIG Kinds) 서비스를 이용해 1997년부터 2020년까지 24년간 제주지역 2개 언론사에서 보도한 지하수 관련 기사 1,779건 분석을 통해 연도별 기사 빈도, 주요 의제별 기사 건수 및 특징, 기사의 논조를 파악하고 전반적인 지하수 관련 기사의 특성을 도출하였다. 분석기간 동안 연평균 74건의 지하수 관련 기사가 보도되었으나 2005년부터 2013년 사이 기간이 기사 건수가 많았고, 2015∼2016년에 연간 20건 내외로 감소하였다가 2017년부터 다시 증가하는 경향을 보였다. 보도된 기사 중 수질관리(390건) 기사가 전체의 22%로 가장 많았고, 물산업(376건, 21%), 지하수 관리체계(341건, 19%), 지하수 관정관리(136건, 8%) 순이었으며, 이들 4개 의제 기사는 전체의 70%(1,243건)를 차지하고 있어 제주지하수 관련 주된 의제인 것으로 나타났다. 또한, 지하수 관리적 측면 의제 기사가 전체의 65%(1,151건)를 차지하여 지하수의 개발·이용보다는 보전·관리체계 구축이 더 중요한 의제로 다뤄지고 있는 것으로 나타났다. 물산업 프로젝트가 추진된 기간에 수질관리 관련 기사가 감소한 것은 물산업 육성 프로젝트에 가려진 것으로 보이며, 특히 수질오염이 심각한데도 불구하고 수질이 양호하다는 기사와 더불어 축산폐수 및 액비오염에 대한 긍정적 논조의 기사는 관급정보에 의한 기사로 해석된다. 물산업 의제에서 기사의 논조는 전반적으로 긍정적 논조( 224건, 60%)가 우세하였지만, 부정적 논조도 20∼40%를 차지하고 있어 물산업 육성정책에 대한 경계의 시각도 존재한다. 제주지역 언론에서는 지하수 관리체계 강화를 위한 제도개선이나 새로운 시책의 시행에 힘을 실어주고 있고, 가뭄에 대한 기사 중 지하수위 하강 의제가 가장 많은 것은 가뭄으로 지하수 부존량이 감소하는 위기 상황에 대한 경고와 근본적 대책을 마련해야 한다는 것을 강조한 것으로 풀이된다.
결론적으로, 24년 동안 제주지역 2개 언론사에서 보도한 지하수 관련 1,779건의 기사는 지하수의 개발ㆍ이용보다 보전·관리체계 강화에 초점이 맞춰지고 있으며, 공공자원의 보전과 이용에 관한 의제의 특성상 정치적 편향성이나, 언론사의 이해관계 개입으로 볼 수 있는 기사는 찾을 수 없었다.
