There are growing expectations toward digital labor platforms to provide new job opportunities to the workers in developing countries and contribute to national development. Through a systematic literature review of 42 publications on digital labor platforms in developing countries, this study aims to understand the research landscape and scholars’ assessment on digital labor platforms, suggest future research agendas, and derive policy implications. The results reveal that research in this field is centered on explorative and descriptive analysis of a single case study that investigates the risks and challenges of digital labor platforms to workers in developing countries, highlighting the socio-political context. The duality of digital labor platforms found in the selected publications suggests that international to private actors’ efforts to build a decent work environment in developing countries are imperative. In addition, this study adds a case study of the Korean mobility platform institutionalization process that executed similar efforts. The case study highlights the government’s critical role and close analysis of stakeholders surrounding new IT technologies to realize the social value of digital labor platforms.
개발도상국의 노동자에게 새로운 직업의 기회와 국가적 차원의 발전을 가져올 수 있다는 점에서 디지털 노동 플랫폼에 대한 기대가 높아지고 있다. 본 연구는 디지털 노동 플랫폼이 개발도상국 노동자에게 미치는 영향에 대한 42편의 학술논문에 대해 학문 분야, 연구 방법론, 연구 주제 및 연구자의 평가를 종합적으로 분석하여, 향후 연구과제 및 정책적 시사점을 도출한다. 본 연구를 통해 탐색적 연구와 기술적 연구를 중점으로 둔 사례 연구를 통해 디지털 노동 플랫폼에 의한 새로운 일의 방식이 개발도상국의 사회경제적 맥락 속에서 노동자들에게 어떤 위험요인이 있는지 분석하는 연구가 다수 진행되었다는 점을 확인했다. 이러한 디지털 노동 플랫폼의 양면성은 개발도상국에서 양질의 노동 환경을 구축하기 위한 국제적, 국가적, 민간의 노력이 필요하다는 점을 시사한다. 본 연구는 한국의 모빌리티 플랫폼 제도화 과정에 대한 사례 연구를 추가하여, 디지털 노동 플랫폼의 사회적 가치를 실현하기 위해서는 정부의 중대한 역할과 새로운 IT 기술을 둘러싼 이해관계자에 대한 면밀한 분석이 필요하다는 정책적 함의를 제공한다.
