The International Maritime Organization (IMO) specifies evacuation and escape regulations in case of emergency when designing passenger ships as an international maritime regulation. According to IMO MSC.1/Circ.1533, which came into effect in 2016, evacuation analysis must be performed for passenger ships newly built from January 2020. However, there is no worldwide platform that can perform Evacuation analysis by reflecting all rules of IMO MSC.1/Circ.1533.
In the case of passenger ship evacuation and evacuation, it is very difficult to perform evacuation analysis. Due to the phenomenon of the ship tilting when the ship is sinking, explosion of dangerous substances and gas leakage, and the difference in the behavior of passengers during the day and night, reliable Evacuation analysis is performed. There are difficulties in carrying out In this dissertation, we propose a Smart Evacuation Analysis Platform that can classify ship accidents and consider both sinking, explosion, and gas leakage, and the characteristics of day and night passenger behaviors as stipulated in IMO MSC.1/Circ.1533. In addition, a cognitive response algorithm that changes the evacuation route by recognizing danger and an algorithm that considers the cognitive response time were proposed.
IMO(International Maritime Organization)에서는 국제 해사법으로써 여객선의 설계시 비상시를 대비한 대피 및 탈출 규정을 명시하고 있다. 2016년 새롭게 발효된 \\IMO MSC.1/Circ.1533에는 새롭게 2020년 1월부터 신건조되는 여객선 부터는 반드시 Evacuation Analysis를 수행해야 한다. 그러나 IMO MSC.1/Circ.1533의 기준을 모두 반영하여 Evacuation analysis를 수행할 수 있는 플랫폼은 전세계적으로 전무한 실정이다.
여객선 대피 탈출의 경우 Evacuation analysis를 수행하는데 큰 어려움이 있는데, 선박의 침몰시 배가 기우는 현상, 위험물의 폭발 및 가스 누출, 낮과 밤의 승객의 행동 양상의 상이함 등으로 인해 신뢰성 높은 Evacuation analysis를 수행하는데 어려움이 있다. 본 학위논문에서는 선박의 사고 상황을 분류하여 침몰, 폭발 및 가스 누출, 그리고 IMO MSC.1/Circ.1533에서 규정한 낮과 밤의 승객의 행동양상의 특성을 모두 고려가능한 Smart Evacuation Analysis Platform을 제안한다. 추가적으로 위험을 인지하여 탈출 경로를 바꾸는 인지 반응 알고리즘과 인지 반응 시간을 고려한 알고리즘을 제안하였다.
