Metamaterials and metasurfaces are materials where sub-wavelength scale motifs are 3 or 2 dimensionally arrayed and are highly demanded due to their unprecedented properties in optics. Tunability of metamaterials and metasurfaces are highly researched topics because those researches suffered from their low controllability after fabrication. In this thesis, we suggest new mechanism to give tunability in metamaterials and metasurfaces. Skin depth means how long electromagnetic waves can penetrate in lossy materials, metals as examples, and is denoted by the thickness where intensity of electromagnetic waves decrease to 1/e of incident waves. Optical properties of optical device consisting metal thin films thinner than skin depth can significantly change by modulating metal thickness. We achieved metal thickness modulation with electrochemical mechanism, electrodeposition, that metal is deposited by voltage appliance in electrolytes. 메타물질과 메타표면은 파장보다 작은 크기의 구조체를 3 차원과 2 차원적으로 배열하여 자연적으로는 나타나지 않는 광학적 특성을 보이는 소재로 그 뛰어난 특성으로 각광을 받고 있다. 그러나 공정 이후 광학적 특성을 조절하기 어렵다는 한계가 있어 이를 극복하기 위한 가변형 메타물질 연구가 활발하다. 본 학위논문에서는 메타물질에 가변성을 부여하는 새로운 원리를 제안한다. 표피 깊이는 전자기파가 금속 등의 손실이 있는 매질을 통과할 수 있는 깊이로, 전자기파의 세기가 입사된 전자기파 세기의 1/e이 되는 매질의 두께를 의미한다. 금속이 포함된 광학소자는 금속의 두께를 조절하여 소자의 광학적 특성을 조절할 수 있다. 우리는 전해질 내에서 전압 인가를 통해 금속을 도금하여 광학 소자의 금속 두께를 조절하였고, 전압 인가를 통해 색상이 변하는 칼라필터를 구현하였다.
