International agreements are increasing as the threats of climate change increase. The actions against climate change are divided into two categories: mitigation and adaptation. International organizations recommend ‘vulnerable’ countries for climate change should be prioritized to receive official development assistance, but the criteria for vulnerability is ambiguous. Therefore, this study divides vulnerability into three indicators: physical vulnerability, social absorptivity, and economic readiness and find which characteristics of recipients attract donors’ disbursement of adaptation aid.
기후변화 위기를 해결하기 위한 국제적인 행동이 증가하고 있고, 이는 기후변화의 원인과 해결방안에 따라 크게 경감과 적응으로 나뉜다. 국제기구에서는 기후변화에 ‘취약한’ 국가들에게 이를 위한 공적개발기금을 우선적으로 배분하도록 권고하고 있으나, 이에 대한 기준이 불분명하다. 따라서, 본 학위논문에서는 취약성을 그 성격에 따라 물리적 취약성, 사회적 흡수성, 경제적 준비성 3가지 요인으로 나누고, 이 중 어떤 지표가 기여국으로 하여금 수혜국에게 공적개발원조금을 지출하는 동기가 되는지 연구하고자 한다.
