This paper investigates the effect of the catastrophic medical expense support policy for four major diseases in South Korea. The study uses the 2012 and 2014 data from the Korea Health Panel (KHP). The study evaluates the effect of the policy on the household’s capacity to pay (CTP) after the implementation of the catastrophic medical expense support policy in 2013. This paper uses the difference in differences analysis to study the policy effect and to control the effect of existing coverage expansion for four major diseases. The result shows that the household’s CTP in the treatment group has significantly increased after the implementation of the policy.
본 논문은 한국에서 시행된 4대 중증질환 재난적 의료비 지원사업의 정책효과를 분석하고자 한다. 한국의료패널 2012년도와 2014년도 자료를 이용하여 재난적 의료비 지원사업이 시행된 2013년 이후 가구의 지불능력 분석을 통해 재난적 의료비 지원사업의 정책효과를 살펴보았다. 기존의 보장성 확대 정책 효과를 통제하고 재난적 의료비 지원사업의 정책효과를 분석하기 위하여 이중차이분석 모형을 이용하였다. 결과로 재난적 의료비 지원사업 시행 이후 정책집단에서 유의적으로 가구 지불능력이 높게 나타남을 확인할 수 있었다.
