We tend to witness partisan press especially on nuclear power related news reports by the media. The purpose of this study is to understand the difference of media’s news coverage, how they have changed before and after 2017, when Moon Jae-in administration started to push the nuclear power phase-out policy. Not only did we look in to the tone news reports were presented, but also analysed "how" the media presented the tone of the press on nuclear power phase-out issues. In particular, we specifically studied the media misrepresenting some of the major issues by only highlighting partial facts in order to create or defend a specific argument, and not covering the whole picture on nuclear power plant related issues. We selected five daily newspapers with each political orientations, and we analysed the news contents covering nuclear power plant issues.
As a result of the study, the major conservative and progressive media in Korea revealed a broad distinction in tone depending on their political orientations. The frame of news reporting have also changed after the Moon administration announced nuclear power phase-out policy. They also showed a big difference in how they dealt with major issues. We could come up with a conclusion that, when it comes to covering news on nuclear power plant issues, rather than drawing a whole picture, the press was biased and highlighted the spots they only wanted to show, based on the media’s political orientation or direction.
언론의 정파성은 원자력 관련 보도에서 주로 두드러진 경향을 보여 왔다. 이 연구는 문재인 정부의 탈원전 정책이 추진된 2017년 이전과 이후를 비교해 관련 보도가 어떻게 달라졌는지 파악하기 위한 것이다. 아울러 단순히 보도 경향을 분석하는 것에서 나아가 ‘어떤 방식’으로 탈원전에 대한 논조를 제시하는지를 들여다봤다. 특히 특정 논조를 위해 탈원전과 관련해 언급돼야할 주요 논점을 일부만 조명함으로써 잘못 전달하고 있지는 않은지 살펴봤다. 이를 위해 정치적 성향 별로 중앙 일간지 5곳을 선정해 원자력 이슈와 관련된 보도에 대한 내용 분석을 실시했다.
연구 결과, 국내 대표 보수·진보 매체들은 성향에 따라 확연한 논조 차이를 드러냈다. 문재인 정부의 탈원전 정책 전후로 원전 보도 프레임 역시 변화했다. 주요 논점을 다루는 방식에도 큰 차이를 보였다. 국내 언론들이 원자력 관련 보도를 함에 있어 종합적 큰 그림을 그리기보다, 원전에 대한 매체의 입장이나 지향점에 따라 조명하고 싶은 곳만 비추는 편향성을 보였다는 것을 확인했다.
