In January 2019, the Korean government introduced a regulatory sandbox system for various enterprises and organizations to enable them to more quickly adapt and commercialize new technologies, products, and business models in Korea. This study intended to propose strategic regulatory measures for this Korean sandbox. In order to come up with these measures, the researcher analyzed the performance and limitations of the regulatory sandbox system and focused on the operations and tasks of the regulatory sandbox system within one and a half years since it was first introduced. Then the researcher considered them with key aspects of the present external environment. STEPPER was used to analyze the future external environment and SWOT analysis was performed to look into the sandbox system’s present and future aspects. To add reliability and objectivity to the SWOT analysis results, a qualitative survey was conducted using a five-point Likert scale. The data from the survey and SWOT analysis were studied further using the Delphi technique. The information derived from the analysis was used to create future strategies of regulatory sandbox based on the following: Strengths-Opportunities strategies (S-O), Weaknesses-Opportunities strategies (W-O), Strengths-Threats strategies (S-T), and Weaknesses-Threats strategies (W-T).
2019년 1월 한국은 규제 샌드박스 제도를 본격 도입하였다. 본 연구는 한국형 규제 샌드박스 제도와 관련된 현재와 미래 환경의 주요 요소를 중심으로 제도의 성과와 한계를 분석하고, 미래의 전략적 규제 방안을 제시하고자 하였다. 이를 위해 제도 도입 이후 약 1년 반 동안의 규제 샌드박스 승인 과제를 비교하여 현황을 분석하고, STEPPER를 활용하여 미래 환경의 주요 요소를 고찰하였다. 주요 요소들의 신뢰성과 객관성을 더할 수 있도록 5점 리커트 척도를 활용한 델파이 설문 조사를 수행했으며, 그 결과를 활용하여 규제 샌드박스의 환경을 현재와 미래로 구분하여 제도의 SWOT 분석을 최종 도출하였다. 이를 바탕으로 우선전략(S-O), 보완전략(W-O), 해결전략(S-T), 회피전략(S-T)에 기반하여 규제 샌드박스를 중심으로 한 미래 규제 전략을 수립하였다.
