The purpose of this study is to present the correct direction of government's regulatory policy in response to the Fourth Industrial Revolution. In particular, it is based on a survey of the perceptions of government officials of the central government departments and businessmen who obtained temporary permission for the ‘Korean regulatory sandbox’ system, which was implemented in January 2019. The Korean regulatory sandbox is characterized by covering information and communications, industrial convergence, finance, and special regulatory free zones, while the UK and Singapore, which introduced the system before Korea, were limited to specific industries such as finance. In addition, it seems that it has successfully settled, approving nearly 200 cases of empirical special cases and temporary permits within one year of implementation. However, private awareness of regulatory reform is still not improving. The actual sense of regulatory reform felt by companies is not high, and the government's active efforts, including changes in the perceptions and attitudes of public officials, are insufficient. This study derives the direction of improvement of the Korean regulatory sandbox through literature research and surveys of public officials and businessmen. In addition, through in-depth interviews with central government officials, vice presidents of economic organizations, and entrepreneurs who oversee the Korean regulatory sandbox policy, the direction of regulatory policy was sought.
본 연구는 4차 산업혁명에 대응하기 위한 정부 규제정책의 올바른 방향을 제시하는데 그 목적이 있다. 특히 2019년 1월부터 시행된 ‘한국형 규제 샌드박스’ 제도에 대한 중앙부처 공무원과 이를 이용해 실증특례와 임시허가를 받은 기업인의 인식 조사를 바탕으로 한다. 한국형 규제 샌드박스는 우리나라에 앞서 제도를 도입한 영국, 싱가포르 등이 금융과 같은 특정 산업에만 한정한 것에 비해 정보통신, 산업융합, 금융, 규제자유특구 등을 망라한 것이 특징이다. 또 시행 1년 만에 200건에 가까운 실증특례, 임시허가를 승인하며 성공적으로 안착한 것으로 보인다. 하지만 민간의 규제개혁에 대한 인식은 여전히 개선되지 않고 있다. 실제 기업이 느끼는 규제개혁 체감도가 높지 않고, 공무원의 인식과 태도 변화를 포함한 정부의 적극적인 노력도 부족하다. 본 연구는 문헌조사와 공무원 및 기업인에 대한 서베이를 통해 한국형 규제 샌드박스의 개선 방향을 도출했다. 또 한국형 규제 샌드박스 정책을 총괄하는 중앙부처 공무원과 경제단체 부회장 및 민간 기업단체 대표 심층 인터뷰를 통해 규제정책 방향을 모색했다.
