After the end of the Cold War, the world has changed, and an emerging security paradigm has emerged that focuses on new dangers away from the traditional defense-centered security in the past. Among the various risks related to emerging security, we should pay attention to the threat to environmental security. The environment has been rapidly destroyed by industrialization and development around the world, and abnormal climate events are appearing all over the world. As climate is closely related to human life, risk factors caused by climate change can pose a threat to environmental security of Korea. The purpose of this study is to find a future strategy that can respond to environmental security threats. To this end, through the STEPPER analysis, the threat factors for future environmental security were analyzed in various areas, and the strategic options were examined through the analysis of four alternative futures. As a result, changes in biodiversity were identified as key security threats that can occur due to climate change, and the disciplined future in which biodiversity is maintained at a sustainable level was regarded as the preferred future. It is required to build an organization that can oversee each part of government and to expand investment in protection of biodiversity. Through this, it is expected to effectively respond to environmental security risks and to improve the ability to cope with climate change.
냉전 종식 이후 세계는 변화하였고, 과거 국방 중심의 전통적 안보에서 벗어나 새로운 위험에 주목한 신흥안보 패러다임이 등장하였다. 신흥안보의 대상이 되는 다양한 위험 중에서도 주목해야 할 것은 환경안보에 대한 위협이다. 전 세계적으로 진행된 산업화와 개발로 환경은 급속도로 파괴되었고, 지구 곳곳에 이상기후가 나타나고 있다. 기후는 인간의 삶과 밀접하게 연관된 만큼, 기후변화가 야기할 리스크 요인들은 우리나라 환경안보에 위협이 될 수 있다. 본 연구의 목적은 환경안보 위협에 대응할 수 있는 미래전략을 모색하는 데 있다. 이를 위해 스탭퍼 분석을 통해 미래 환경안보 위협요인을 다각적으로 분석하고, 4가지 대안미래 분석을 통해 전략 옵션을 살펴보았다. 그 결과 기후변화로 발생할 수 있는 핵심 안보 위협요인으로는 해양 및 육상 생태계 변화가 도출되었으며, 생물다양성이 지속가능한 수준으로 유지되는 통제 미래를 선호 미래로 보았다, 이러한 미래로 나아가기 위해 우리나라에서는 범정부 차원의 기후변화 대응 전담 조직 확보 및 생태계에 보호에 대한 실질적 예산 투자 확대가 요구된다. 이를 통해 환경안보 리스크에 대한 효과적인 대응과 기후변화 대응력 제고를 기대해 본다.
