As the impacts of climate change are increasingly materialized, fears about its intensity and adverse effects are similarly growing. Therefore, in an era in which persistent and proactive efforts at the national level are called for, whether and how international climate change events influence public opinion is imperative, particularly for understanding the potential for climate policy. This study examined the relationships between political events related with climate change – such as the Paris Agreement, and the U.S. withdrawal from the accord – and climate attitude - a degree of concern, risk perceptions, and policy preferences. The study analyzed cross-sectional data surveyed from 2014 to 2017 at the county level using a binomial logistic regression model. The results show that political events increase the likelihood of cordial attitude on climate change, also these factors are significantly correlated to climate attitude including three dependent variables respectively. This study can help us better understand the political and cultural context that can illuminate public opinion trends at the national level and reflect “policy moods” that likely shape national policy.
기후변화는 수많은 국가 간 이해관계가 복잡하게 얽혀 있고 과학적 불확실성이 높은 과제로서, 이를 둘러싼 거버넌스에는 과학자나 정치력을 지닌 이해 집단은 꾸준히 참여해 온 반면, 큰 영향을 받는 일반시민들은 논의 과정에서 배제되어 왔다. 본 연구의 목적은 정치 및 사회적 사건이 시민들의 기후변화 인식에 미치는 영향을 살펴보는 데 있다. 파리협정을 중심으로 사건 전후 및 미국의 협정 탈퇴 사건 이후로 미국 시민들의 기후변화 인식에 변화가 있는지 설문조사 데이터를 바탕으로 로지스틱 회귀분석 방법을 사용하여 분석하였다. 분석 결과에 따르면, 파리협정 및 탈퇴 선언 사건은 발생 직후 기후변화 인식이 높아지는 데 유의미한 영향을 미치는 것으로 나타났다. 본 연구를 통해 적절한 조치와 기간을 고려한 ‘정책 분위기(Policy mood)’를 반영한 기후 정책을 통해 정책 제공자와 수요자 사이의 인식 차이를 줄이는 데 의미 있는 기여를 할 수 있기를 기대한다.
