With the rapid increase in the elderly population, the number of elderly drivers is also increasing. In contrast to the trend of declining overall traffic accidents, traffic accidents by elderly drivers have continued to increase. The measures are focused on regulations such as returning driver's licenses. There is a possibility that this will infringe upon the constitutional rights of elderly drivers as well as their dignity and values as human beings, such as the right to move the elderly population and the right to pursue happiness.
In this study, we looked at whether technical applications such as auto self-driving technology are valid to solve future safety problems due to the increase in elderly drivers. STEPPER, interaction table, and Timed SWOT analysis methods were used to find the key drivers of future changes. As a result, it was analyzed that the most desirable future is in which technologies related to older drivers are actively developed and applied and regulations are not tightened. Safety problems caused by the increase in the number of elderly drivers are resolved and elderly people's right to travel is guaranteed in the future.
한국은 빠른 고령 인구의 증가와 함께 고령자 운전면허 소지 수도 증가하고 있다. 전체 교통사고가 감소 추세에 있는 것과는 반대로 고령 운전자에 의한 교통사고는 지속해서 증가하고 있다. 대책은 운전면허증 반납 등 규제에 초점이 맞춰져 있다. 이는 고령 인구의 이동권, 행복추구권 등 인간으로서의 존엄과 가치뿐만 아니라 고령 운전자의 헌법상 권리를 침해할 가능성도 있다.
본 연구에서는 고령 운전자 증가에 따른 미래 안전 문제 해결을 위해 자동차 자율주행 기술 등 기술적 적용이 유효한지 살펴봤다. 미래 변화의 핵심동인을 찾기 위해 스테퍼(STEPPER)와 상호작용 테이블, 타임드 스왓(Timed SWOT) 분석 방법을 활용했다. 그 결과 고령 운전자 관련 기술이 적극적으로 발전•적용되고 규제가 강화되지 않은 미래가 가장 바람직한 것으로 분석됐다. 고령 운전자 증가에 의한 안전 문제는 해소되고 고령자들의 이동권도 보장된 미래다.
