After Michael Porter’s argument that strict environmental regulation increases firm competitiveness by inducing technological innovation, a myriad of research has been conducted to test the “Porter Hypothesis.” This article addresses the different innovative behaviors of the firms using the concept of aspiration level and performance feedback under the varying degree of regulation stringency and time-pressure. Using the U.S. Corporate Average Fuel Efficiency (CAFE) regulation context, this research shows that laggard firms that have not achieved the regulation standard increase their search distance, and their patent impact decreases as the regulation becomes more stringent. In addition, as time-pressure increases, laggard firms apply more patents than leader firms, but the impact of the patent decreases as well. This result will lead to a deeper understanding of the different innovative behaviors of the firm to the given regulation. Moreover, this result shows the possibility of extending the Behavioral Theory of the Firm to the time perspective.
정교히 디자인된 환경규제는 기업 혁신을 촉진한다는 포터의 가설 이후로 환경규제 강도와 기업 혁신의 관계에 대한 많은 연구가 있었다. 본 연구에서는 요구수준과 성과 피드백에 기반한 행태적 접근을 통해, 규제강도 및 시행까지 부여되는 시간적 압력에 따른 기업의 서로 다른 혁신 패턴을 제시한다. 미국의 자동차 연비규제 사례를 바탕으로 분석한 결과, 발표된 환경규제 기준을 달성하지 못한 후발 기업의 경우 규제강도가 증가함에 따라 선도 기업 대비 더 먼 거리의 기술을 탐색하며 출원하는 특허의 임팩트는 감소하는 경향성을 보였다. 또한 규제 시행에 의한 시간적 압력이 증가함에 따라, 후발 기업은 선도 기업 대비 더 많은 특허를 출원했지만 특허 임팩트는 크게 감소하는 양상을 보였다. 이 결과는 환경규제에 대응하는 선도 및 후발 기업의 혁신 패턴을 다방면에서 이해하는 데 도움이 될 수 있으며, 나아가 기업행태이론을 시간 차원으로 확장 시킴에 그 의의를 갖는다.
