The deceitful method of attracting investments by guaranteeing profits to those who invested earlier with the money of later investors is called the Ponzi Scheme. The Ponzi Scheme expands rapidly by stimulating those who wish to become rich fast with little effort. However, unless they can secure a reliable source of income based on products, they are structurally unable to cope with the investors’ demand for redemption after a certain amount of time and will ultimately collapse. This study uses agent-based computer simulation to structure the process of expansion & extinction of the classical Ponzi Scheme and the most recent transformational model. It also looks at how the diffusion pattern of the Ponzi Scheme is affected depending on the government warning activity’s rate of acceptance and point of intervention. This approach based on computer simulations points out the limitations of traditional crime safety policies, where extra manpower and budgets have been added as a suppressive solution in hindsight after a crime has become a social phenomenon. Furthermore, this suggests that it is more effective to proactively apply preventive measures before social costs of crimes start to soar.
나중에 투자한 사람들의 돈으로 먼저 투자한 사람들에게 이윤을 보장하는 돌려막기 형태의 사기적인 투자유치 방식을 폰지 수법이라고 부른다. 이러한 폰지 수법은 적은 노력으로 빨리 큰 부자가 되고 싶은 사람들의 욕구를 자극해 급속히 확산하지만, 생산물을 바탕으로 확실한 수입원을 확보하지 못하는 이상, 구조적으로 일정 기간 후 투자자들의 환매 요구를 견디지 못하고 붕괴하게 된다. 이 연구는 폰지 수법의 고전 모형과 최근 유행하는 변형 모형의 확산과 소멸 과정을 행위자 기반 컴퓨터 시뮬레이션으로 구축하고, 정부의 경고활동이 그 수용률 및 개입 시점의 차이에 따라 폰지 수법의 확산 양태에 어떤 영향을 미치는지 살펴보았다. 이와 같은 모형 연구적 접근은, 어떤 범죄가 사회현상으로 자리 잡은 뒤 사후적·대증적 처방에 인력과 예산을 추가 투입해 온 전통적인 범죄안전 분야 정책방식의 한계를 지적하고, 범죄피해로 인한 사회비용이 급증하기 전에 예방적 대처를 적극적으로 적용하는 것이 효과적임을 시사한다.
