The government's social security system is diversifying due to the rapid aging of fertility, the reduction of the labor force, the increase of various social risks, and the diversification of people's welfare needs. As a result, technological advancement of the social security information system is inevitable in order to solve problems such as consolidation of welfare finance, efficient budget execution, resolution of the welfare blind spot, provision of customized welfare services to the public, and administrative efficiency. This paper examines the possibility of replacing existing technology of blockchain technology in the government public sector, and examines the specific situation of the change direction of government public system according to the speed of development and technology acceptability. The purpose of this study is to examine the possibility of incorporating the social security information system, a public administrative service in the welfare sector of the new technology blockchain, and to analyze the problems to be solved for the introduction and the social acceptance of the blockchain technology derived from the research process.
급격한 저출산 고령화와 이에 따른 노동인구 감소, 각종 사회적 위험 증가 및 국민 복지 욕구 다양화에 따른 정부의 사회보장제도는 다변화하고 있다. 이에 따른 복지재정 건전화, 예산집행 효율화, 복지 사각지대 해소, 대국민 맞춤형 복지서비스 제공, 행정 효율화 등의 문제를 해결하기 위해 사회보장정보시스템의 기술적 고도화가 불가피하다. 본 논문은 정부 공공부문에서 블록체인 기술의 기존기술 대체 가능성을 알아보고, 두 기술의 발전속도와 기술 수용성에 따른 정부 공공시스템인 변화 방향에 대하여 구체적인 상황을 살펴보았다. 향후 신기술인 블록체인의 복지 분야 공공행정서비스인 사회보장정보시스템 접목 가능성을 검토하고 연구 과정에서 도출된 블록체인 기술 도입과 사회수용을 위해 해결해야 할 문제점을 분석하고 전략을 제시하는 데 목적이 있다.
