Although entering the market and achieving technological catch-up in Complex Product System(CoPS) is difficult for latecomer economies, some latecomers like Korea has succeed in developing and exporting CoPS. Because previous studies investigated latecomers’ CoPS development based on the central role of public research institute (PRI), there are insufficient understandings on firm-driven development. This study aims to explore how a latecomer succeeded in a private firm-driven CoPS development by analyzing the case of Korean submarine. For this, we examined how Korean submarine has been developed from the perspectives of technological, institutional, organizational factors. Findings show that from the technological perspective, PRI and private firms co-developed platform system integration, private firms developed propulsion system, and PRI developed combat system. In term of institutional perspective, institutions to establish internal capability of specific private firm were introduced in an initial project but changed to build competition and cooperation as firms' capability accumulated. Lastly, from an organizational perspective, as a system integrator, two conglomerates achieved differentiated organization process and obtained capabilities related to design and construction. Through this study, we present policy implications in terms of technological, institutional, and organizational capabilities required for effective CoPS development in latecomer economies that are transitioning from PRI to private firms as the main agent for increasing technological capability.
복합시스템제품은 후발국의 시장진입 및 기술추격이 어려운 분야임에도 불구하고, 한국과 같은 일부 후발국에서 복합시스템제품의 개발 및 수출 성공사례가 나타나고 있다. 이에 대하여 기존 이론에서는 주로 정부출연연구소 중심의 개발 매커니즘에 대한 논의가 이어져왔기 때문에, 민간주도로 추진된 후발국 복합시스템제품의 개발 매커니즘에 대한 이해가 부족하다. 따라서 본 연구에서는 한국의 잠수함 개발 사례를 분석함으로써 민간주도의 후발국 복합시스템제품이 어떻게 성공적으로 개발되었는지 살펴봄을 목적으로 한다. 이를 위하여, 한국의 잠수함이 어떻게 장보고-I, 장보고-II, 장보고-III로 발전하였는지를 기술적/제도적/조직적 관점에서 분석하였다. 그 결과, 기술측면에서는 모듈 연구개발이 추진되어, 주체별 연구개발 특화 및 핵심 구성요소에 대한 참여주체의 다각화를 확인할 수 있었다. 제도측면에서, 초기 사업에서는 개별사업자의 내적역량을 구축하는 제도가 도입되었으며, 사업자의 역량이 축적됨에 따라 경쟁, 협력을 구축하는 제도로 변화되었다. 조직측면에서 시스템통합자로 참여한 두 대기업은 차별적인 조직화 과정을 달성함으로써 설계 및 건조역량을 확보할 수 있었다. 본 연구는 민간주도적인 후발국 복합시스템제품 개발에 필요한 정책설계 기초자료를 제공하며, 정부주도에서 민간주도로 제품개발의 주체가 전환되는 새로운 국방 패러다임에 따라 향후 국방정책이 나아가야할 방향을 제시한다는 점에서 정책적 함의가 있다.
