In modern countries, science and technology is a measure of national power. This is because science and technology serves as the basis for the nation's economic and defense capabilities. A group that plays an important role in the process is lawmakers who make bills and reviews the R&D budget. But what their perception on the science and technology sector is rarely known. The goal of this study is to find out in detail how lawmakers think about science and technology. Therefore, research issues include how much interest and understanding lawmakers have on the science and technology sector, and how much awareness lawmakers have on science and technology is the same as that of the general public. To that end, a poll was conducted on lawmakers. The result was compared and analyzed with the results of the "2016 Science and Technology Publicity Survey" conducted by the Korea Science and Technology Foundation. Lawmakers' perception on science and technology was quite different from that on the other areas such as the economy, foreign affairs. It were also different from the perception of the general public.
현대 국가에서 과학기술은 국력의 척도다. 과학기술은 국가의 경제력, 국방력 등의 기반이 되기 때문이다. 이 과정에서 중요한 역할을 하는 집단이 관련 법안을 만들고, 연구개발 예산을 심사하는 국회의원이다. 그러나 과학기술 분야에 대한 이들의 인식이 어떠한지는 알려진 바가 드물다. 본 연구는 막연하게만 추정해보던 국회의원의 과학기술에 대한 생각을 손에 잡힐 듯 구체적으로 알아보는 것이 목표다. 따라서 국회의원들이 과학기술 분야에 대해 얼마나 많은 관심과 이해를 갖고 있는가, 국회의원의 과학기술에 대한 인식은 일반 국민의 그것과 얼마나 같고 또 다른가 등이 연구 문제다. 이를 위해 20대 국회의원을 대상으로 설문조사를 실시했고, 이를 한국과학창의재단이 실시한 ‘2016 과학기술 국민이해도 조사’ 결과와 비교, 분석했다. 국회의원의 과학기술에 대한 관심과 이해는 경제, 외교안보 등 다른 분야에 대한 그것과 비교할 때 상당한 차이가 있었고, 일반 국민과의 인식 차이도 발견됐다.
