Despite increasing government financial support for the development of science and technology, our understanding of the effect of funding methods on scientific research performance is largely limited. This study investigates effects of the Project-Based System (PBS) policy implemented in 1996 on the productivity of researchers at Korean government-funded research institutes by focusing on changes in quantitative, qualitative, and productivity distributions. The Difference-in-Differences (DiD) method and the Difference-in-Difference-in-Differences (DDD) method were employed using panel data, which combined information on researchers, research institutes, and research performance. Results of the study showed that while PBS—which is the increased competitive research funding policy—had a generally positive effect on improving the quantitative and qualitative productivity of most researchers, it had a negative effect on those with relatively short research experience. No variations in productivity distribution resulting from the policy change were observed.
과학기술의 발전을 위한 정부의 재정지원이 증가하고 있음에도 불구하고, 재정 지원 방법이 과학의 성과에 미치는 영향에 대한 우리의 이해는 제한적이다. 본 연구는 1996년 도입된 프로젝트베이스시스템(PBS) 정책이 우리나라 정부출연연구기관의 연구자 생산성에 끼친 영향을 양적, 질적, 그리고 생산성 분포의 변화를 통해 조사한다. 연구자, 연구기관, 그리고 연구성과 정보를 결합한 패널 데이터를 이중차분분석과 삼중차분분석을 통해 분석함으로써, 경쟁연구비 확대 정책이 연구자의 양적, 질적 생산성의 향상에 긍정적인 효과가 있었으나 근무기간이 짧은 연구자에게는 부정적인 영향을 주었음을 확인하였다. 정책 변화에 따른 생산성 분포의 변화는 발견되지 않았다.
