Korea implemented a nation-wide emission trading scheme (ETS) since 2015. In designing the policy, there were many discussions regarding how to fairly allocate emission certificates across sectors while keep the cost-effectiveness of carbon mitigation. Even if emissions from the power sector take large portion in national emissions, it is not easy to decarbonize the power sector due to the regulated price system. This study will identify the role of power sector under the Korea ETS using a computable general equilibrium model. The relative cost-effectiveness of the power sector emission abatement will be assessed by deriving the sectoral marginal abatement cost curve. Also macro-economic impact such as GDP and welfare changes after the introduction of the ETS policy will be quantified.
The result shows that the FULL ETS policy minimizes the GDP and welfare loss compared with that of a partial ETS policy. Between the two partial ETS scenarios, regulating the power sector emission was more cost effective than regulating the all industries other than power sector. Since Korea’s power sector carbon intensity is high, the price of electricity was sensitive to the carbon permit price. For cost-effective emission abatement, it is necessary for Korea to design a mechanism that can decarbonize the power sector.
한국은 2015년부터 국가 차원의 배출권거래제를 시행하였다. 정책 설계과정에서 산업별로 공평하게 배출권을 할당하면서도 비용 효율적으로 이산화탄소 배출을 저감하는 방안에 대한 논의가 활발히 이루어져 왔다. 전력부문은 국가 배출량 중 많은 비중을 차지하지만 규제된 전력시장 구조로 인해서 배출권 거래를 통한 탄소 저감이 어렵다. 본 연구에서는 연산가능 일반균형모형을 사용해서 산업별 한계저감곡선 도출하여 전력부문의 상대적 온실가스 저감 비용 효율성을 파악하였다. 또한 배출권 거래제 시행에 따른 거시경제적 영향을 정량화 함으로써 배출권거래제도 하에서 한국의 전력부문 온실가스 감축 역할에 대한 탐색적 연구를 수행하였다.
연구 결과 전 산업 부문이 배출권거래제도에 참여하는 것이 GDP 및 사회후생 손실을 최소화 할 수 있는 것으로 나타났다. 부분적으로 배출권거래제도를 시행하는 경우에는 전력부문에 배출권거래제도를 도입하는 것이 다른 모든 산업에 배출권거래제도를 도입하는 것보다 더 손실을 최소화할 수 있는 것으로 나타났다. 또한 한국의 전력부문 탄소집약도는 높아서 전력가격은 배출권 가격에 민감하게 반응하는 것으로 나타났다. 그렇기 때문에 향후 배출권 유상 할당에 따라서 전력가격에 탄소비용을 반영하는 것에 대한 논의가 필요하다. 국가 차원에서 비용 효율적으로 탄소 배출량을 줄이기 위해서는 전력부문의 탈탄소화가 선행되어야 할 것으로 보인다.
