If we know in advance when, where, and why criminals will commit any crime, our society will be able to literally complete a crime-free society. Will the day come when the movie "Minority Report" becomes nonfiction, not fiction? Recent police activities have focused on predictive policing, which aims to predict crimes and prevent them in advance by utilizing fast-developing technology and the vast amount of data collected. Already, some countries, including the U.S. and the U.K., have introduced programs to collect data on various crime environment variables and calculate the probability of crime and display it on a map. It also uses the crime prediction areas on the map for police officers to patrol and arrest criminals. The Korean police also introduced the Geographic Profiling System(GeoPros) in 2009 for use in the field. However, little scientific research has been done on whether GeoPros is really designed to predict crime properly or whether crime prevention based on its design works. Police activities in charge of the safety of the people should not fail. Failure is a threat to the safety of the people. For this reason, police activity should be adopted by selecting policies that have proven effective with scientific methodologies. In other words, evidence-based policing should take place. Even though foreign and Korean, metropolitan and rural, commercial and residential areas have different demographic and physical environments, criminal predictions that follow foreign crime prediction programs as they are or ignore the special environmental factors of local communities can hardly guarantee their effectiveness. This study improved the problem of GeoPros current prediction of hazardous areas, and scientifically validated the prevention of crime by developing multiple return analysis models for crime prediction based on public data for smaller communities (Micro-Levels) rather than on the national level, and focusing actual police forces on high-risk areas. The two-month experiment resulted in 41 cases (36%) of theft compared to the same period last year, 42 cases (20%) of violence, and the T test results were all significant. These findings show the possibility of predictive police activities reflecting a different urban environment in Korea than in other countries.
범죄자가 언제, 어디서, 어떤 범죄를 어떻게 왜 범할지를 미리 알게 된다면 우리 사회는 말 그대로 범죄없는 사회를 완성할 수 있을 것이다. 영화‘마이너리티 리포트’가 픽션이 아닌 논픽션이 되는 날이 과연 올수 있을까. 최근 경찰활동은 빠르게 발전하는 기술과 이로 인해 수집되는 방대한 데이터를 활용하여 범죄를 예측하여 사전에 예방하려는 예측적 경찰활동(Predictive Policing)에 주력하고 있다. 이미 미국과 영국 등 일부국가에서는 다양한 범죄환경변수 데이터를 수집하여 범죄가 발생할 확률을 계산해 지도에 표시하는 프로그램을 도입했다. 또한 지도에 표시된 범죄예측지역을 실제 경찰관들이 순찰하거나 범인을 검거하는데 활용하고 있다. 우리 경찰도 지난 2009년 지리적 프로파일링 시스템(Geographic Profiling System, GeoPros)을 도입하여 현장에서 활용하고 있다. 하지만 GeoPros가 과연 제대로 범죄를 예측하도록 설계되었는지 그 설계에 기초해 진행한 범죄예방이 효과가 있는지에 대한 과학적 연구는 거의 이루어지지 않았다. 국민의 안전을 담당하는 경찰활동은 실패해서는 안 된다. 실패는 곧 국민의 안전을 위협하기 때문이다. 이러한 이유로 경찰활동은 과학적 방법론으로 효과성이 입증된 정책을 엄선해 도입해야 한다. 즉 증거기반 경찰활동(Evidence-Based Policing)이 이루어져야 한다. 외국과 한국, 대도시와 시골, 상업지역과 주택지역이 서로 다른 인구사회학적, 물리적 환경을 가지고 있음에도 외국의 범죄예측 프로그램을 그대로 답습하거나 지역사회의 특수한 환경요인을 무시한 범죄예측은 그 효과성을 담보하기 어렵다. 본 연구는 현재 운영되고 있는 GeoPros의 위험지역 예측 과정의 문제점을 개선하여 전국 단위(Macro-Level)가 아닌 소규모 지역사회(Micro-Level)를 대상으로 공공데이터를 기반으로 범죄예측을 위한 다중회귀분석 모델을 만들어 범죄위험지역을 예측하고 고위험지역에 실제 경찰력을 집중 투입하여 범죄예방효과가 있는지 과학적으로 검증하였다. 2개월 간 실험을 진행한 결과 전년 동기간 대비 절도는 41건(36%), 폭력은 42건(20%) 감소하였고 T 검정 결과 모두 유의하다는 결론이 도출되었다. 이러한 연구 결과는 외국과는 다른 국내 도시환경을 반영한 예측적 경찰활동의 가능성을 보여주고 있다.
