As the rate of change in the environment is getting faster, forecasting changes in demand for education is becoming more important. The government needs to establish educational data infrastructure to eliminate information asymmetry and systematize human resource management. This study analyzed 96,031 online job postings in the ICT field from 2009 to 2019 to identify the changes in education demand and present strategies for data infrastructure construction. The demand competency in the ICT field changed sensitively according to changes in the environment such as technology and policy. As a result of matrix and growth rate analysis, demand for 'app development' related competency increased significantly after launch of smart phone. After the implementation of the 4th Industrial Revolution Policy in 2017, demand for related competency increased. The merger of occupations led to a new occupation, and the SNA analysis resulted in an ‘app / web development’ occupation in 2019.
The five educational data infrastructure directions are as follows. First, the government should collect data such as job postings and formalize the platform. Real-time analysis should be possible and should be interpreted in consideration of industry, type of competency, and growth stage. Finally, it should be possible for anyone to be able to browse, so that each subject can discuss at an equal position.
환경변화 속도가 빨라짐에 따라 교육의 수요변화 방향 예측이 중요해지고 있다. 정부는 교육 관련 데이터 인프라를 구축하여 정보 불균형을 해소하고 인적자원관리를 체계화할 필요성이 있다. 본 연구는 2009년부터 2019년까지 ICT 분야의 온라인 채용공고 96,031 개를 분석하여 교육 수요 변화를 알아보고, 데이터 인프라 구축 전략을 제시하였다. ICT 산업의 요구 역량은 기술 및 정책 등의 환경 변화에 따라 민감하게 변화하였는데, 매트릭스 및 성장률 분석 결과 ‘앱 개발’관련 역량 수요가 스마트폰 출시 후 크게 증가하였다. 2017년 4차 산업혁명 정책 실시 후에는 관련 역량에 대한 수요가 증가하였다. 직종의 융합으로 신규 직종이 발생하였는데, SNA 분석 결과 2019년에‘앱/웹 개발’직종이 출현하였다. 다섯 가지 교육 데이터 인프라 구축 방향은 다음과 같다. 먼저 정부는 채용공고 등의 데이터를 수집하고, 플랫폼을 정형화 시켜야 한다. 실시간 분석이 가능해야 하며, 해석 시 산업, 역량의 종류, 성장 단계 등을 고려해야 한다. 마지막으로 누구나 열람 가능하도록 하여 각 주체가 동등한 위치에서 논의 가능한 환경을 만들어야 한다.
