This study suggests a methodology for developing the candidates for future R&D Projects which for national R&D tasks. First of all, this study structured the perspective(reflected needs) between stakeholders in the existing government R&D task, and finally proposed promising R&D project candidates by applying the multi-faceted analysis method from the viewpoint of technical ability, marketability, and policy.
From the macro perspective, we set up the main keywords proposed from the viewpoint of the project manager, and then conduct a multi-view perspective approach from the viewpoint of the business practitioner from a micro perspective, and finally review the matching with the macro perspective, and make the consensus among stakeholders of R&D projects.
In order to collectively analyze the patents, papers, market data, and policy data, etc., which are referred to as intellectual property information, three types of survey data(technology, marketability, and policy) was utilized.
In the matrix analysis, application analysis such as time-series analysis and perspective(Patent/Paper) analyzes were applied, and the analytical method tailored to each characteristic was applied. Finally, candidates for future R&D Projects were developed.
The results of this study are based on the preliminary R&D perspective that takes into account not only market research but also marketability and business utilization after deriving research results by utilizing corporate - market - policy analysis results, rather than just table research in finding existing R&D research projects. In addition, we have proposed a methodology that can be customized for each R&D research field by adjusting the analytical order and priority of each analytical point of view. Therefore, we will expected that this strategy will be possible to use for expanding purposes.
본 연구는 국가연구개발사업 신규 R&D 과제 연구영역 도출 시 미래유망 R&D 과제 후보군을 도출하기 방법론을 제안하고 있다. 먼저 기존 정부 R&D 과제 발굴 현황에서 이해관계자 간 역할체계를 구조화하고, 이에 대하여 기술성ㆍ시장성ㆍ정책성 관점의 다각적 분석 방법을 적용함으로써 보다 실효성 있는 미래유망 R&D 과제 후보군 도출 방안을 제시하였다.
거시적 관점으로는 사업 관리자의 관점에서 제안하는 주요 키워드를 가이드로 설정하고, 여기에 미시적 관점으로 사업 실무자의 관점에서 다각도의 관점별 접근을 실시한 뒤, 최종적으로 거시적 관점과의 매칭을 검토함으로써 R&D 과제 발굴 이해관계자 간의 컨센서스를 형성하였다.
3가지 다각적 관점별(기술성ㆍ시장성ㆍ정책성) 조사 자료로는 지적재산정보로 일컬어지는 특허, 논문, 시장자료, 정책자료 등을 활용하였고, 이를 종합적으로 분석하기 위하여 목적-수단 매트릭스(OS-Matrix)를 응용한 분석법을 적용하였다.
매트릭스 종합 분석에 있어서도 시계열적 분석 및 관점별(특허/논문) 분석 등 응용분석을 실시함으로써 과제 성격별로 맞춤화된 분석법을 적용할 수 있었고, 최종적으로 실효성 있는 미래유망 R&D 과제 후보군을 도출하기에 이르렀다.
동 연구결과는 기존 R&D 연구과제 발굴에 있어서 단순히 테이블 연구에서 그치는 것이 아니라, 기업-시장-정책적 분석결과를 활용함으로써 연구결과 도출 후 시장성 및 사업적 활용성까지 고려한 R&D 전주기적 관점을 기반으로 하고 있다. 또한 제시된 분석 관점별 분석 순서와 우선순위를 조정함으로써 R&D 연구 분야별로 맞춤형 적용이 가능한 방법론을 제시하였기 때문에 추후 R&D 전주기적 관점에서 과제 선정 후보군 발굴에는 물론, 진행 중인 과제의 중간점검 및 활용관점을 파악하기 위한 용도로도 확대된 활용이 가능할 것으로 기대된다.
