The year 2018 will be recorded in history at a time when the South, the North and the U.S. are the closest to reunification in a single voice. The Korean Peninsula seems to be a very promising future, with the first summit in North America, and the U.N. Security Council's exception to sanctions on the inter-Korean railroad just a few days ago. Now is the time when the two Koreas should be busy preparing themselves to be complete as a good one, more than suddenly one nation of different systems. Some experts in inter-Korean relations worry that unprepared physical population integration will put more social and economic burden on the South and the North when combined, and that this situation will serve as an internal division and conflict factor. The first study, which began with this awareness, aims to identify trends in population change that could lead to changes in the quality of life and demographic structure of the current North Korean population, including health, disease, nutrition and expected numbers of people. Based on such data, it is the second study that identifies the gap between the South and North's population. Finally, the purpose of the study will be to find ways to ease the gap and present a vision for the future of the Korean Peninsula after reunification. It will seek measures to maximize socio-economic effects in a bid to proactively and dynamically respond to the key drivers of the change in population structure, thus contributing to moving to a stronger Korean Peninsula.
2018년은 남과 북, 그리고 미국이 하나된 목소리로 통일에 가장 근접한 시기로 역사에 남게 될 것이다. 판문점 선언을 시작으로 북미 정상회담, 불과 몇 일전 남북철도개통을 위한 안보리 제재 예외 결정 등 한반도는 통일이 바로 눈앞에 온 듯 가시적인 미래가 되어 보인다. 지금 이 시기는 단순히 물리적·형식적 통일이 되어 남과 북의 서로 다른 체제의 국가가 어느 날 갑자기 하나 되는 것 이상으로 두 개가 훌륭한 완전한 하나로 완성되기 위한 준비작업에 바빠야 할 시기이다. 어느 남북관계 전문가는 준비되지 않은 물리적인 인구통합은 남과북이 합쳐졌을 때 더욱 많은 사회적·경제적 부담을 지울 것이며, 이러한 상황은 한민족임에도 내부적인 분열과 갈등 요인으로 작용하게 될 것을 우려한다. 이러한 문제의식에서 시작한 본 연구에서는 선행조사연구를 통해 첫째 북한인구의 건강, 질병, 영양 상태, 기대여명 등 현재 북한 인구의 삶의 질 특히나, 인구구조변화를 가져올 수 있는 요인을 파악하고자 한다. 이러한 자료를 바탕으로 남과 북의 인구 質의 격차가 사회적 갈등 및 사회경제적 부담을 가중시키는 것에 대한 인과관계를 파악하는게 두 번째 연구내용이다. 마지막으로 해외사례를 살펴보면서 격차 완화를 위한 방안을 모색하여 통일 후 한반도에 대한 미래비전을 제시하고자 하는 것이 이번 연구의 목적이 될 것이다. 궁긍적으로 사회경제적 효과를 극대화하기 위한 방안을 모색하여 인구구조변화가 발생시키는 통일이라는 핵심 동인에 사전적·능동적으로 대처하여 더욱 강한 한반도로 나아가는 데 기여하게 될 것이다.
