The introduction of the global carbon tax improves the welfare of the world economy on average. However, the net benefit from the carbon tax differs by country, and depends on economic and geographical characteristics of the country. Motivated by the high dependence of Korea on imported energy, this research aims to identify how the high dependence on imported energy affects the welfare improvement due to the carbon tax. Based on an integrated assessment model, I simulate the growth paths of the global economy and an energy importing economy with and without the carbon tax. The paper concludes that about 15% of the welfare improvement is lost due to high dependence on imported energy.
국제적 탄소세가 도입되면 세계 경제의 후생은 평균적으로는 개선된다. 하지만 탄소세 도입으로 인한 순편익을 모든 국가가 똑같이 누리는 것은 아니며, 순편익의 크기는 국가의 지리적 및 경제적 특성에 따라 달라진다. 한국의 높은 에너지 수입의존도에 착안하여, 본 논문에서는 높은 에너지 수입의존도라는 경제적 특성이 탄소세 도입으로 인한 순편익에 미치는 영향을 밝혀내고자 한다. 이를 위해 통합환경모델에 기반한 시뮬레이션 방법론을 사용한다. 에너지 수입국 모형과 세계 경제 모형을 수립하고 탄소세가 도입되는 시나리오와 그렇지 않은 시나리오 각각에 대하여 두 모형을 시뮬레이션함으로써, 탄소세 도입이 에너지 수입국과 세계 경제의 후생에 미치는 영향을 측정하고 이를 비교한다. 그 결과 에너지 수입국의 후생 개선이 세계 경제에 비해 약 15% 낮음을 확인하였다.
