In this thesis, we empirically analyze the Korean medical insurance claims with extreme value theory to explain the fact that they are heavy-tailed distributed. In addition, by using the Peak Over Threshold(POT) method, we estimate the parameters by approximating the tail distribution of claims to the generalized pareto distribution and suggest the statistical safety loading method that reflects the variability of the depth using the difference of estimated loss between the generalized pareto distribution and the normal distribution. My empirical analysis show that the estimated shape parameters indicating tail risk are higher than 0, it is 0.19 in 2013, and increased to 0.20 in 2014, and 0.23 in 2015. On the other hand, when the male and female are separately analyzed for different five-year age group, the safety loading rate is estimated in between 2% and 16% depending on age. The rate is much lower than those that are estimated using the trend method, which is currently used by insurance companies. Therefore, if the safety loading is estimated by the statistical method presented in this thesis rather than the trend method, the premium burden on the insured will be lowered and the fairness of premium adjustment is expected to improve.
본 논문은 우리나라 실손의료보험의 지급보험금이 두터운 꼬리를 갖는 분포라는 사실을 극단값이론을 이용해 실증적으로 분석한다. The Peak Over Threshold(POT) 방법을 이용하여 꼬리부분의 지급보험금을 일반화파레토분포(Generalized Pareto Distribution)로 근사하여 모수를 추정하고, 일반화파레토분포와 정규분포의 추정 손해액의 차이를 활용해 심도의 변동성을 간단하게 반영하는 통계적 안전할증 방법을 제시하였다. 분석결과 꼬리위험을 나타내는 형태모수는 0보다 큰 값으로 2013년 0.19였으며, 2014년 0.20, 2015년 0.23으로 매년 증가 하고 있는 것으로 나타났다. 한편 안전할증은 남녀 연령별로 약 2%~16% 범위에서 차등 부가되는 것으로 나타났다. 이는 현재 보험회사가 사용하고 있는 손해율 추세 방식의 단일 안전할증률 보다 크게 낮은 수준이다. 따라서 손해율 추세 방식을 본 논문에서 제시한 통계적 안전할증 방법으로 전환할 경우 가입자의 보험료 부담은 완화되고, 연령별 꼬리위험의 크기에 따른 차등화 된 할증률 부가로 가입자간 보험료 조정의 형평성이 크게 개선될 것으로 기대된다.
