Since the two North–South Korean Summits on April 27 and September 18, 2018, the relationship between the two countries is thawing at a neck-breaking pace. And the media is busy churning out optimistic forecasts about the reunification of the two Koreas. However, as the governments of South Korea and the United States have officially stated, the lifting of sanctions on North Korea can be considered only after an agreement between the related countries on denuclearization is reached. Also, considering the fact that denuclearization itself is a lengthy, stepwise process that takes years, it is likely that the lifting of sanctions would happen in line with progress on denuclearization.
Therefore, what is important at this point is to link the momentum of conversation with tangible achievements directly relevant to denuclearization of the North and progress in the inter-Korean relationship. Another key factor is the ability to keep monitoring the development of the situation in order to identify the expectable risks with North Korea and manage them in an efficient manner.
In this perspective, it would be meaningful to analyze how the sanctions that have been initiated by the UN Security Council since 2006, MTCR, NSG, WA, and other international export control systems have affected the trading patterns between North Korea and other countries to show whether the efforts of the international community have actually paid off. At the same time, this would allow us to examine the changes in the patterns of the trade of strategic materials, which is a sensitive matter in the international theater and expect the future direction of development in this matter, which gives more weight to the topic of this study.
For this, the author analyzed the trade patterns between North Korea and its key trade partners, which account for more than 95 percent of the total trade volume, using the gravity model that is one of the most representative theories of international trade. Also in this study, the author analyzed the effect of sanctions on trade due to the sanction imposed by the UN Security Council and the international export control system.
4.27 및 9.18 연이은 남북 정상회담으로 양국관계는 급속도로 가까워지고 있으며, 각종 언론매체들은 남북통일에 대한 장밋빛 전망을 앞 다투어 내놓고 있다. 하지만 한·미 양국 정부에서 공식적으로 발표한 바와 같이 비핵화에 대한 관련국간 합의가 선행되어야 대북제재 해제의 검토가 가능하다. 또한 비핵화 자체가 수년간의 시간이 소요되는 단계적 과정임을 고려할 때, 제재해제도 역시 비핵화 수순에 맞추어 단계적으로 진행될 가능성이 크다.
따라서 현 시점에서 중요한 것은 이 같은 대화 모멘텀을 북한의 비핵화와 남북관계 발전에 직결되는 실질적인 성과로 연계시켜 나아갈 수 있도록 노력하는 것이다. 그리고 또 하나의 주요한 사항은 진행되는 상황을 예의주시함으로써 예상되는 대북 리스크를 식별하여 효율적으로 관리 해나가는 능력이다.
이러한 관점에서 2006년 이래 시작된 UN안보리의 대북제재와 미사일기술통제체제(MTCR), 핵공급그룹(NSG), 바세나르체제(WA) 등 국제수출통제체제가 북한과 주요국간 교역패턴에 미치는 효과를 분석해 보는 것은 국제사회의 노력에 대한 그동안의 성과여부를 실증적으로 검증해 본다는 의미가 있다. '동시에 국제정치적으로 민감한 사안인 전략물자교역의 패턴변화를 알아보고 향후 방향성을 예측해 볼 수 있다.’ 라는 측면에서도 중요한 연구 과제라 할 수 있다.
따라서 본 연구에서는 북한 전체교역량의 95%이상을 차지하는 주요국들과의 교역패턴에 대하여 국제무역의 대표 이론중 하나인 중력모형을 활용하여 분석하였다. 또한 본 연구는 UN안보리 대북제재와 국제수출통제체제가 교역에 미치는 제재효과를 분석하였다.
분석결과, 북한의 전체교역량은 교역 국가 간 GDP 규모에 비례하고 거리에 반비례한다는 중력이론이 적용됨을 알 수 있었다. 또한 국제수출통제체제가 UN안보리의 제재에 비하여 상대적으로 효과적인 제재효과를 보이고 있는 것으로 분석되었다. 전략물자의 교역패턴도 중력모형을 활용하여 분석한 결과 수출의 경우에는 거리변수와의 상관관계가 없는 것으로 분석되었고, UN안보리에 의한 제재역시 유의미한 영향이 없다는 것을 알 수 있었다. 국제수출통제체제의 제재효과는 음의 부호를 보였지만 통계적 의미는 없는 것으로 분석 되었다.
