Army intellectual property affairs is a military service that has no direct relation with combat, and it is an important task to ensure the success of defense management efficiency in size and contents within the military. Therefore, outsourcing can be considered in the case of deficient sectors considering future trends and defense policies.
In this thesis, we will review the previous issues related to military administration and outsourcing. And I would like to introduce the outsourcing as an effective management method of the army intellectual property business by identifying the necessity and possibility of introducing the army intellectual property business outsourcing through a broad understanding.
21세기 들어 세계 각국은 군 운영의 효율과 전문성 등의 강화를 위하여 군 운영에 민간자원을 활용하는 아웃소싱을 도입하였고, 정보통신기술의 발전 등으로 전장의 개념이 바뀐 오늘날 그 필요성은 더욱 커져가고 있는 추세이다. 이러한 추세 속에 우리 국방부도 국방경영효율을 기하고, 군은 오로지 전투에만 집중하고자 국방개혁 2020과 업무보고 등을 통하여 전투와 직접적인 관계가 없는 행정 또는 군수 등 일종의 군사행정업무에 대해서는 아웃소싱을 도입, 확장하기로 하였다. 육군 지식재산업무는 전투와 직접적 관계가 없는 군사행정업무로 군내 규모나 내용면에서 국방경영효율의 성공을 담보하는 중요업무이다. 따라서 부족한 부문에 있어서는 차후 추세와 국방정책 등을 고려하여 아웃소싱을 검토해 볼 수 있을 것이다.
본 학위논문에서는 기존 군사행정업무와 아웃소싱에 관한 전반전인 사항을 살펴볼 것이다.
그리고 이에 대한 폭넓은 이해를 통하여 육군 지식재산업무 아웃소싱 도입 필요성과 가능성을 확인하고, 육군 지식재산업무의 효과적 운영방안으로서 아웃소싱 도입을 제시하고자 한다.
