Countries around the world, especially developing countries, are making great efforts to improve public administration efficiency and public service quality through e-government. This study sharpens the network readiness index (NRI) and the world governance indicator (WGI), which can take into consideration the policy environment and the governance environment factors of developing countries based on the UN e - government development index (EGDI). The framework for diagnostic indicators of e-government levels in developing countries was proposed and it was confirmed that the framework was made up of factors that could be explained differently in the EGDI. Reflecting the policy and governance environment factors in the ranking of e - government development level has a great influence on the diagnosis of e-government in developing countries.
전 세계의 국가들 특히 개발도상국들은 전자정부 도입을 통해 공공행정 업무의 효율성 및 대민 서비스의 질을 높이기 위해 많은 노력을 기울이고 있다. 이에 본 연구에서는 전 세계 국가의 전자정부 발전 수준을 평가하는 UN 전자정부 발전지수(EGDI)를 토대로 개발도상국의 정책적 환경과 거버넌스 환경요인을 고려할 수 있는 네트워크 준비지수(NRI)와 세계거버넌스지수(WGI)를 반영한 개발도상국 전자정부 수준 진단 평가 프레임워크를 제안하였다, 동 프레임워크는 UN 전자정부 발전지수(EGDI)에서는 반영하지 못하는 부분을 차별적으로 설명할 수 있는 요인들로 구성되어 있다는 것이 확인되었고, 이를 적용한 전자정부 발전수준 순위에서도 정책 및 거버넌스 환경요인을 반영하는 것이 실질적으로 개발도상국의 전자정부 수준 진단에 큰 영향을 미치는 것이 입증되었다.
