In 2010, the World Health Organization (WHO) created the WHO Global Network of Age-Friendly Cities and Communities, a global network of cities that are committed to using the WHO guidelines to make their community more age-friendly. For the last eight years, the Network has grown to include 600 cities in 38 countries; however, little has been known about how the guidelines have been adopted and implemented in Asian countries given that the majority of cities and communities in the Network are in the West. This study aims to explore the forces that have led the cities in South Korea, the fastest aging country and also one of few developed countries in Asia, to join the Network. A series of interviews with stakeholders such as the public administrators of the six cities in the Network—Seoul Special Metropolitan City, Jeongeup, Suwon, Busan Metropolitan City, Jeju Self-Governing Province, and Dong-gu (a district of Gwangju Metropolitan City)—have been conducted and subjected to a content analysis. The findings are as follows: (1) Among the factors analyzed, political motivation held the greatest sway; (2) strong leadership was a crucial component to membership and in the creation and execution of an action plan; (3) the existence of a city research foundation—or lack thereof—affected implementation; (4) the lack of a ‘politics stream’ as per John Kingdon’s ‘multiple streams’ theory; (5) finally, the role of Seoul Special Metropolitan City as a mentor was a significant contributor the recent influx of Korean members. The results suggest the need for more involvement from the central government and the creation of a formal local Korean network. This study contributes to closing the knowledge gap in age-friendly initiatives in Asia, and future research needs to compare factors affecting the participation in the Network between countries within and across continents.
2010년에 세계보건기구(WHO)는 국제고령친화도시 네트워크를 설립하였다. 현재 가입 도시가 600개로 성장하였지만, 가입 도시 대부분이 서구 도시로, 동양에서는 이 지침들이 어떻게 채택되고 실행되었는 지에 대해서는 많이 연구되지 않았다. 본 논문은 국제고령친화도시 네트워크에 가입한 한국 도시들인 서울특별시, 정읍시, 수원광역시, 부산광역시, 제주자치도, (광주광역시) 동구가 가입하게 된 사회, 정치적 요소들에 대한 사례연구를 실시하고, 세계보건기구의 지침을 각 도시의 정책에 적용한 과정을 연구하였다. 이 논문은 가입한 도시의 담당 공무원을 포함한 다양한 이해관계자를 대상으로 인터뷰를 실시 및 분석하였고 결과는 다음과 같다: 1) 정치적 동기가 정책실행에 가장 큰 영향을 미쳤다. 2) 정책실행 과정에서 리더십의 영향이 컸다. 3) 정책실행 과정에서 도시 연구기관의 유무가 큰 영향을 미쳤다. 4) 킹던의 다중 정책흐름 이론의 ‘정치’의 부재가 정책실행에 영향을 미쳤다. 5) 서울특별시가 ‘멘토’로서 기타 도시의 가입에 중대한 역할을 맡았다. 본 연구는 향후 고령사회 관련 정책에 있어서 중앙정부의 참여, 한국 고유의 고령친화도시 네트워크 설립과 국제네트워크 가입국을 대상으로 한 폭넓은 비교연구가 필요하다는 함의를 제시한다.
