I propose an efficient market-based policy instruments to achieve major reductions in greenhouse gas emissions from the industry and residential sectors. First, in order to propose a policy decision-making framework that reflects firms’ expectation on industry-level learning effect over low-carbon production technology, I developed a two-stage model with endogenous technical change. Second, to elicit household preference for dynamic pricing for electricity with information feedback, I conducted a discrete choice experiment over Korean households. Then, through numerical and policy simulations I show that the proposed framework supports a face-in-the-door approach to carbon pricing for the producers whereas a phasic and gradual diffusion of dynamic pricing required to residential households, which counter- arguments the conventional plan of the government.
이 논문에서는 산업/발전부문 및 가정 부문의 온실가스 배출을 대규모로 감축시키기 위한 효율적인 시장가격 기반정책을 제안한다. 먼저 저탄소 생산기술 투자에 대한 기업의 전략적 의결정을 고려한 정책 프레임워크를 설계하기 위하여, 이질적인 생산/감축비용 조건을 가진 기업들간의 학습효과를 내생화하는 2단계 모형을 사용하였다. 또한 변동요금제 및 정보피드백에 대한 가정용 전력소비자의 선호를 분석하기 위해 이산선택 실험을 고안 및 활용하였다. 이후 정책 시뮬레이션을 통하여 산업/발전부문에는 높은 탄소가격을 적용하고, 가정 부문에는 보다 점진적인 접근을 하는 것이 사회후생 측면에서 기존의 정책보다 더욱 효과적일 수 있음을 발견하였다.
