The aim of this study is to examine the characteristics of technology and industry of IT and BT industry, the two key pillars in the recent technical integration, and also investigate the difference of patterns of technology transfer and commercialization of public research institutes. For this purpose, the characteristics by subjects were analyzed on the basis of components of sectoral innovation system in terms of technology, innovation subject, network and system.
As a result, public technology transfer and commercialization processes played an important role in the innovation of both industries due to the characteristics of the two industries, in which public research institutes' R&D and technology transfer are important sources of innovation. This study also found meaningful differences between the key players in the transfer and commercialization such as technology suppliers, technology users, and technology brokers, which have not been able to be found in existing industrial innovation research. As a result of examining the innovation environment of Korea by specializing the industry classification standard based on the difference of technological innovation pattern as the final process of innovation of technology transfer and commercialization, it is found that the key factors evolved in which the information communication industry is driven by demand and the bio industry is driven by supply. Finally, in the process of technology transfer and commercialization of the two industries, this study not only found the difference in technology innovation characteristics among the industries as claimed in the previous industrial innovation research but also found the differences in the domestic technology environment and industrial status such as the characteristics and technology level of the Korean innovation system.
The understanding of sectoral technology transfer and commercialization characteristics would enable to promote more effective sectoral innovation policy and also contribute to the government’s customized policy development support so that providers, transfer brokers and demanders serve respective function and role faithfully. Additionally, if a research on comparison of various industrial sectors such as machine and energy is made, more meaningful results would be extracted.
본 연구는 최근 기술의 융복합화에서 가장 핵심이 되는 두 축을 이루고 있는 정보통신산업과 바이오산업을 중심으로 기술 및 산업 특성과 이러한 특성에 따른 공공연구기관 기술이전 및 기술사업화 패턴의 차이를 규명하고자 하였다. 이를 위해 산업혁신체제론의 기술, 혁신주체, 네트워크 및 제도라는 구성요소를 기반으로 주체별 특성을 분석하였다.
연구결과 공공연구기관의 R&D와 기술이전이 혁신의 중요한 원천이 되는 두 산업의 특징으로 인해 공공기술의 이전 및 사업화 과정은 두 산업의 혁신에 중요한 역할을 하고 있었다. 기존 산업혁신연구에서 볼 수 없었던 미세하고 정밀한 기술이전 및 사업화 과정을 기술공급자, 기술수요자, 기술중개자 등 이전 및 사업화의 핵심주체들 간 의미있는 차이도 발견하였다. 기술혁신 패턴의 차이에 의한 산업분류 기준을 기술이전 및 사업화라는 혁신의 마지막 과정에 특화해서 한국의 혁신환경을 살펴본 결과, 정보통신산업은 수요주도로, 바이오산업은 공급주도로 핵심동인이 진화하고 있음을 알 수 있었다. 마지막으로 두 산업의 기술이전 및 사업화 과정에서 기존 산업혁신연구에서 주장했던 산업간 기술혁신 특성 차이 뿐 아니라, 한국의 기술혁신체제 특성 및 기술수준 등 국내 기술환경과 산업위상에 따른 차이도 발견하게 되었다.
산업별 기술이전 특성 파악은 더욱 효과적인 기술혁신 정책 추진을 가능하게 함으로써 공급자, 수요자 그리고 중개자들이 각자의 기능과 역할을 충실히 수행 할 수 있도록 정부의 맞춤형 정책 수립 지원에 기여할 것이다. 추가적으로 기계, 에너지 등 산업의 영역을 확장하여 다양한 산업의 비교를 통한 연구 결과를 도출한다면 의미있는 결과를 얻을 수 있을 것이다.
