We give a criterion on a square-free positive odd integer D which is not a congruent number in terms of matrices in linear algebra. Under this criterion, we compute the probability and show that at least 42% square-free positive odd integers D which is congruent to 3 or 5 modulo 8 with prime factors each of which except one is congruent to 1 modulo 4.
