The main objective of this paper is to introduce the concept of ‘Future digital citizenship’ through digital civic engagement platform analysis and use it as a mean to promote civic participation under representative government system whose main actors are political elites rather than ordinary citizens.
Citizens' direct political participation has increased, and the status of citizens has changed from 'dutiful citizen' to 'engaged citizen' through online. The discourse of future democracy discussed in this trend is limited mostly to ideal or governmental research. However, this paper attempts to present a model of digital citizenship that fits the changing democratic environment through the study of digital citizen participation platforms that citizens are directly involved.
Recently, Korea government and local governments are developing various citizen participation platforms including direct democracy elements such as citizen participation budget system, the online petition, and policy proposal to supplement representative democracy. Reflecting this social trends, this article would like to propose a way to reflect the social and cultural context.
2세기 이전에 고안된 정치시스템으로 21세기의 민주주의를 구현하는데는 이미 한계에 봉착했다. 디지털 테크놀로지를 활용한 새로운 민주주의 실험들이 전세계에서 증가하고 있으며, 인터넷 환경은 거버넌스의 포스트모던 형식을 새롭게 창조하고 있다. 시민들의 직접적인 정치참여도가 높아지고 온라인을 통해 시민의 지위가 ‘의무적 시민(dutiful citizen)’에서 ‘참여적 시민(engaged citizen)’으로 변모하고 있다. 이러한 흐름속에서 거론되는 미래 민주주의의 담론이 대부분 이상적이거나 정부차원의 연구인데 반하여 본 논문은 시민들이 직접 관여하는 디지털 시민참여 플랫폼 연구를 통해 변화하는 민주주의 환경에 부합하는 디지털 시민권 모델을 제시하고자 한다.
이 연구는 선행연구를 통해 온라인에서 일어나는 시민참여형태를 유형화하고 특히, 디지털 세대의 온라인 정치참여가 증가하고 있음에 주목하며 이 과정에서 확장되는 시민권의 발전 과정을 다루었다. 디지털 기술발전과 다중(Multitude)의 등장으로 함께 진화하는 디지털 시민권 모델의 요소를 도출하기 위해 각 국의 디지털 플랫폼 사례조사와 전문가 심층조사 등을 활용하였다.
최근 중앙정부 및 지방자치단체에서 대의민주주의를 보완하기 위한 주민참여예산제, 온라인청원 및 정책제안 등 직접민주주의 요소를 포함한 다양한 시민참여 플랫폼을 개발하고 있는데, 이 과정에서 단지 기술적 접근만이 아닌 디지털 시민권이라는 사회문화적 맥락이 반영될 수 있는 방안을 제안하고자 한다.
